SEC. 2. The board of supervisors is hereby authorized to offer and pay out of the general fund of the county not to exceed one thousand dollars as a reward for the arrest and conviction or for information leading to the arrest and conviction of any person or persons having committed a crime within the county or having escaped from any penal institution therein: Provided, That the powers granted hereby may be exercised by the finance committee of the board of supervisors where said board of supervisors is not in session. AN ACT to amend the title and section one of act number one hundred sixteen of the public acts of nineteen hundred twenty-three, entitled "An act to authorize township boards to make improvements in streets, alleys and public places in certain cases, by grading, curbing, graveling or cinderizing streets; to provide for making, levying and collecting of special assessments to pay the cost thereof, and to issue special assessment bonds in anticipation of the collection of such special assessment taxes to provide the money with which to pay the cost of such improvement," approved May two, nineteen hundred twenty-three.

The People of the State of Michigan enact:

SECTION 1. The title and section one of act number one hundred sixteen of the public acts of nineteen hundred twenty-three, entitled "An act to authorize township boards to make improvements in streets, alleys and public places in certain cases, by grading, curbing, graveling or cinderizing streets; to provide for making, levying and collecting of special assessments to pay the cost thereof, and to issue special assessment bonds in anticipation of the collection of such special assessment taxes to provide the money with which to pay the cost of such improvement", approved May two, nineteen hundred twenty-three, are hereby amended to read as follows:

TITLE.

An Act to authorize township boards to make improvements in certain platted lands in such townships, the plats of which have been duly approved and recorded and in unplatted lands adjacent thereto by grading, curbing, graveling or cinderizing streets, laying storm sewers to care for surface

water in such streets and making extensions of water mains to provide water for fire protection and domestic uses; to provide for making, levying and collecting of special assessments to pay the cost thereof, and to issue special assessment bonds in anticipation of the collection of such special assessment taxes to provide the money with which to pay the cost of such improvement.

SEC. 1. In any township where there are platted lands, Plats, may the plats of which have been duly approved and recorded, improve, etc. lying outside of the boundaries of incorporated villages, the township board shall have authority to make improvements by grading, curbing, graveling or cinderizing streets, laying storm sewers to care for surface waters in such streets and making extensions of water mains to provide water for fire protection and domestic uses in any such platted lands, and in unplatted lands contiguous thereto; to levy and collect special assessments to pay the cost thereof and to issue bonds in anticipation of the collection of said special assessments, subject to the terms and conditions hereinafter provided. AN ACT authorizing the state administrative board to sell and convey certain primary school lands to the school district of the city of Lansing.

The People of the State of Michigan enact:

SECTION 1. The state administrative board is hereby Certain land, authorized to sell and convey to the school district of the city may convey, of Lansing, upon such terms and for such considerations as shall be determined by the state administrative board, all that certain parcel of land, situate in the city of Lansing, described as block seventy-nine of the city of Lansing, Michigan, according to the original plat thereof, the same being primary school lands granted to the state of Michigan under provisions of the act of congress of the United States, approved June twenty-three, eighteen hundred thirty-six. The How used. lands and premises when so sold and conveyed shall be occupied and used, or the proceeds from the sale thereof, by the school district of the city of Lansing for public school purposes, and if used to the contrary, the title thereto. herein authorized to be transferred, shall thereupon revert to the state of Michigan, to be held as primary school lands. AN ACT to amend section six of act number one hundred fifty-two of the public acts of eighteen hundred eighty-five, entitled "An act to authorize the establishment of a home for disabled soldiers, sailors and marines in the state of Michigan," being section one thousand six hundred sixtynine of the compiled laws of nineteen hundred fifteen.

The People of the State of Michigan enact:

SECTION 1. Section six of act number one hundred fiftytwo of the public acts of eighteen hundred eighty-five, entitled "An act to authorize the establishment of a home for disabled soldiers, sailors and marines in the state of Michigan," being section one thousand six hundred sixty-nine of the compiled laws of nineteen hundred fifteen, is hereby amended to read as follows:

SEC. 6. Each of the members of said board shall be entitled to receive five dollars per day for each day he shall be engaged with the business of the board and his actual and necessary expenses, the accounts for such expenses and compensation to be allowed by the board of state auditors and paid from the general fund in a similar manner to those for members of other boards of the several state institutions. This act is ordered to take immediate effect. Approved May 13, 1925.

AN ACT to repeal act number three hundred fifty-eight of the public acts of nineteen hundred seventeen, entitled "An act to provide for the protection of fish in the lakes known as Lake Pleasant and Elk lake in the county of Lapeer," approved May ten, nineteen hundred seventeen.

The People of the State of Michigan enact:

SECTION 1. Act number three hundred fifty-eight of the public acts of nineteen hundred seventeen, entitled "An act to provide for the protection of fish in the lakes known as Lake Pleasant and Elk lake in the county of Lapeer," approved may ten, nineteen hundred seventeen, is hereby repealed.

AN ACT to amend section four of act number one hundred thirty of the public acts of nineteen hundred seventeen, entitled "An act to authorize the formation of health districts composed of contiguous townships and villages; for the appointment of a board of health therein; to define the powers and duties of said board; to authorize the employment of a district health officer, and to prescribe penalties for offenses hereby created," as amended by act number two hundred twenty-one of the public acts of nineteen hundred nineteen.

SEC. 4. Immediately upon the adoption of the resolution District aforesaid, the township board of each township, common health. council or board of trustees of each village embraced within the health district, shall select by ballot a member of the district board of health, who shall reside within said health district. The person so appointed shall be notified of such fact by the township or the village clerk. The persons so appointed shall constitute said district board, and the first meeting thereof may be called at a suitable time and place within the district by any two of such members on the serving of written notice upon the other members of the board. Each member of such board shall hold his office for two years and until his successor is appointed and qualifies. At such first Organizameeting the board shall proceed to organize by the election tion, etc. of a president, who shall be the presiding officer of the board, and a secretary and treasurer. Said board shall adopt rules governing procedure, its time and place of meeting and other matters necessary to the carrying on of the said work of said board. It shall have general care and oversight of the public health of said district and may exercise all powers granted by the general law of the state to boards of health of townships and villages. Authority is also hereby granted to such board to make such regulations and by-laws respecting nuisances. causes of sickness and other matters pertaining to the public health within such health district as may be deemed necessary for the public health and safety, not re

pugnant to the general laws of the state. Any person violating such regulation or any by-law shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be subject to a fine not exceeding one hundred dollars, or to imprisonment in the jail not exceeding ninety days, or to both such fine and imprisonment in the discretion of the court. AN ACT to amend section five of act number two hundred forty-one of the public acts of nineteen hundred three, entitled "An act for the establishment of county normal training classes and for the maintenance and control of the same," being section five thousand nine hundred fortyseven of the compiled laws of nineteen hundred fifteen, as amended.

The People of the State of Michigan enact:

SECTION 1. Section five of act number two hundred fortyone of the public acts of nineteen hundred three, entitled "An act for the establishment of county normal training classes and for the maintenance and control of the same," being section five thousand nine hundred forty-seven of the compiled laws of nineteen hundred fifteen, as amended, is hereby amended to read as follows:

SEC. 5. For the purpose of maintaining such normal training classes as are herein prescribed, it is further provided: First, That the district receiving permission to establish a county normal training class shall provide teachers, and rooms with heating and equipment satisfactory to the superintendent of public instruction, and said board shall include in the expense budget of the district such sum as may be necessary for these purposes;

Second, That the auditor general annually, on or before the thirtieth day of June, upon the certificate of the superintendent of public instruction that the equipment and instruction of any county normal training class has been satisfactory, shall draw his warrant on the state treasurer in favor of the treasurer of the district board of the board of education of the district maintaining such normal training class to the amount of one thousand dollars for each teacher employed in the training school, to be paid out of the general fund: Provided, That in no case shall the total of such appropriation exceed two thousand dollars in any county during any school year.

Third, In any district establishing a county normal training class, the board of education shall, previous to the first
