APPENDIX

FOREWORD

The appendix to this record of the hearings conducted by the subcommittee contains the voluminous factual and statistical data referred to in the testimony of the various witnesses. The appendix, therefore, is of vital consideration in studying the problems of Puerto Rico.

Unless otherwise indicated, the statistics and factual information shown herein were submitted to the committee in June 1943 or in the few weeks thereafter.

An attempt has been made to record herein copies of the laws and primary documents for the convenience of the user of these hearings and the appendix so that reference to statute books and other sources, not readily available to the average reader, will not be necessary.

To assist readers of the hearings and users of this appendix, three different methods of indexing have been used. In the pages preceding this introduction there is a complete list of the exhibits together with descriptions of their contents and references to the pages on which they appear. In the back of this volume the reader will find one index citing the page numbers of the hearings, the exhibits referred to and the pages in the appendix on which those exhibits appear. The customary cross indexing of the material in this appendix follows that for the further aid of the reader.
