The subcommittee met, pursuant to notice, at 10 a.m. in room 334, Cannon House Office Building, Congressman Ronald M. Mottl (acting chairman) presiding. Mr. MoTTL. The subcommittee will now come to order. The Committee on Veterans' Affairs has legislative jurisdiction over employment and training programs outlined in chapters 41, 42, and 43 of title 38 United States Code. Most of these programs are carried out by the Department of Labor in contrast to most veterans' programs which are handled by the Veterans Administration. One of the provisions of Public Law 94-502, the Veterans' Education and Employment Assistance Act of 1976, established a new position within the Department of Labor, namely, Deputy Assistant Secretary of Labor for Veterans' Employment, to be appointed by the President by and with the consent of the Senate. This position has remained unfilled to date. However, the subcommittee plans to hold hearings in June with regard to veterans' employment programs at which time the Secretary of Labor and his assistants will be invited to appear before the subcommittee to review the veterans' programs administered by the Department of Labor. Today in our continuing oversight hearings of Public Law 94-502, the subcommittee will be hearing from veterans' organizations and representatives of other groups on these veterans' programs which relate to job counseling, training, placement and employment of veterans. I have before me a circular issued by the VA regarding job opportunities for disabled veterans under the administration's program for employment of Vietnam veterans. Without objection, I will make it a part of the hearing record at this point. [The circular follows:] [DVB Circular 20-77-32] JOB OPPORTUNITIES FOR DISABLED VETERANS 1. Approximately 2,000 disabled Vietnam era veterans will be hired by State Employment Service offices to staff job recruitment and service efforts for disabled veterans. Applications are now being accepted and hiring is expected to begin soon in Region 1, 7, 8, 9 and 10, which have already been funded. A (1) |
