Sec. 542. (a) Each appropriation made by this Act is hereby reduced by 4 per centum.

(b) In order to provide for the most effective use of appropriations reduced by this section, the head of each department for which said appropriations are made is hereby authorized to make adjustments and transfers between such appropriations within his department; but no such appropriation shall be increased under authority of this section to an amount in excess of the amount of such appropriation prior to its reduction pursuant to this section.

DEATH OF LATE SENATOR ENGLE Mr. KUCHEL announced the death of Hon. CLAIR ENGLE, late a Senator from the State of California, which occurred this morning at his home in Washington, D.C.; and after brief remarks by him, Mr. MANSFIELD, and Mr. DIRKSEN, he (for himself, Mr. MANSFIELD and Mr. DIRKSEN) Submitted the following resolution (S. Res. 344), which was considered and unanimously agreed to:

Resolved, That the Senate has heard with profound sorrow and deep regret the announcement of the death of Honorable CLAIR ENGLE, late a Senator from the State of California.

Resolved, That a committee of Senators be appointed by the Presiding Officer of the Senate to attend the funeral of the deceased.

MESSAGE FROM THE HOUSE

The following message from the House of Representatives was received during the adjournment of the Senate, under the authority of the order of yesterday: The House of Representatives has disagreed to the amendments of the Senate to the bill (H.R. 10939) making appropriations for the Department of Defense for the fiscal year ending June 30, 1965, and for other purposes; it agrees to the conference asked by the Senate on the disagreeing votes of the two Houses thereon and has appointed Mr. MAHON, Mr. SHEPPARD, Mr. SIKES, Mr. FORD, and Mr. OSTERTAG managers at the same on its part.

The House has disagreed to the amendments of the Senate to the bill (H.R. 11049) to adjust the rates of basic compensation of certain officers and employees in the Federal Government, and for other purposes; it agrees to the conference asked by the Senate on the disagreeing votes by the two Houses thereon and has appointed Mr. MURRAY, Mr. MORRISON, and Mr. CORBETT managers at the same on its part.

COMMITTEES AUTHORIZED TO SIT The following committees were authorized to sit during the sessions of the Senate, as indicated.:

The Subcommittee on Indian Affairs of the Committee on Interior and Insular Affairs, today at 2 o'oclock p.m., on the request of Mr. MANSFIELD; and

REPORT OF FEDERAL COUNCIL OF SCIENCE AND TECHNOLOGY

The ACTING PRESIDENT pro tempore laid before the Senate a communication from the Chairman of the Federal Council for Science and Technology, Executive Office of the President, transmitting a copy of a report issued by the Interagency Committee on Oceanography of the Federal Council for Science and Technology, entitled "Opportunities in Oceanography"; which, with the accompanying report, was referred to the Committee on Commerce. ESTABLISHING A REGISTER OF BLIND PERSONS IN THE DISTRICT OF COLUMBIA The ACTING PRESIDENT pro tempore laid before the Senate a communication from the President of the Board of Commissioners, District of Columbia, transmitting a draft of proposed legislation to establish a register of blind persons in the District of Columbia, to provide for the mandatory reporting of information concerning such persons; which, with the accompanying papers, was referred to the Committee on the District of Columbia.

SETTLEMENT OF PROBLEMS CONNECTED WITH RIVERTON FEDERAL RECLAMATION PROJECT
