The CHAIRMAN. I know on short hauls there naturally would be competition to that extent. Now, are the trucks regulated? Mr. MOODY. Not as far as I know. be. The CHAIRMAN. Are the trucks regulated? I thought they should Mr. YOUNGER. It is the bulk commodity, exempt only in the water carrier. Mr. MOODY. I am not an expert on it, I would not want to be held to that. The CHAIRMAN. I was of the opinion that this kind of a commodity moving by truck had to be by regulation, referring to the permit under the ICC law. Mr. MOODY. That may be so, sir; I don't know. The CHAIRMAN. Then the real problem here is the competition between rails and the water bulk hauler? Mr. Moopy. Basically, we need the lowest rates possible in all forms of transportation. The CHAIRMAN. Is that what you are afraid of? Mr. Moopy. This would certainly facilitate this major change in our industry, Mr. Chairman, which is this combination of delivery The CHAIRMAN. If it worked out that we were unable to grant all the freedom that has been asked for and recommended here, and should the committee come up with some way to equalize this situation, the common carrier situation, do you think your organization would be favorable to effectuating something of that kind? Mr. MOODY. Mr. Chairman, knowing the chairman as well as I do and as long as I have and the members of this committee, I am sure what you would do would be as equitable as you could possibly make it. We are speaking hypothetically and it is pretty hard to answer "Yes" or "No" under those circumstances. The CHAIRMAN. I appreciate that.
