The conference as called to order by Honorable John H. Reagan, of Texas, who acted as temporary chairman.

The chairman: Gentlemen, you will please come to order. I believe the first thing necessary will be the selection of a chairman of this meeting.

Mr. McInnis then nominated the Honorable John H. Reagan, of Texas, for chairman, and he was unanimously elected.

The Honorable John D. Webb, of Mississippi, was nominated and elected secretary.

The chairman: Gentlemen, I think the work of the meeting would be very much facilitated if you would select another chairman. I do not hear very well, and I may not hear much that is said.

Mr. Day, of Florida: Mr. Chairman, I move that the roll of States be called to ascertain the names and number of commissioners present.

The chairman: Gentlemen, you have heard the motion. Is there a second?

Mr. May, of Mississippi: I second the motion.

The chairman: Are you ready for the question?

The motion was unanimously adopted.

The chairman: Gentlemen, you will please come forward and give your names to the secretary.

Mr. Foster, of Louisiana: I would suggest that the various members present call out their names, as the secretary calls the name of the State to which they belong.

The chairman: Mr. Secretary, will you please call the names of the States which have representatives here?

The secretary: Alabama.

Mr. Comer, of Birmingham: Mr. Chairman, our commission has no representative present, but we are here to represent the commercial interests of Birmingham.

The chairman: You will receive recognition; but first we will get the names of the railroad commissioners.

The secretary: Mr. Chairman, I have found the following representatives of various commissions and commercial organizations present:

Tennessee: N. W. Baptist, chairman of the commission; J. N. McKenzie, Thos. L. Williams, commissioners.

Louisiana: R. N. Sims, W. L. Foster, commissioners; W. M. Barrow, secretary.

Kentucky: C. C. McChord, chairman.

Georgia: No representative.

South Carolina: No representative.

North Carolina: No representative.

Mississippi: John D. McInnis, chairman; A. Q. May, J. C. Kincannon, commissioners; John A. Webb, secretary.

Florida: H. E. Day, commissioner.

Texas: John H. Reagan, chairman; L. J. Story, commissioner. Arkansas: F. M. Hanley, commissioner.

And the following representatives of various commercial organizations:
