DEAR SENATOR: I am advised by Frank Holman, of Seattle, Wash., that Senate Judiciary Committee, of which you are chairman, will begin heari on Wednesday, the 18th, on a proposed constitutional amendment limiting effect of treaties and executive agreements.

From the information I have received, I understand there will be a great ma varying texts and forms of amendment presented to the committee. All of th have to deal with the same subject, which is limiting the effect of treaties a executive agreements.

As you are aware, the American Bar Association, through its house of de gates, has recommended a constitutional amendment which has heretofore b presented to you and the members of your committee. This amendment been carefully considered for many years by some of the ablest lawyers in Amer and clearly expresses the cumulative thinking of the American Bar on t subject.

The purpose of this letter is to emphasize the fact that we of the Americ Bar wish to see a constitutional amendment approved by your committee substantially the form heretofore recommended by our association.

DEAR BILL: I have been advised that hearings will commence February 18 the constitutional amendment relating to treaties and executive agreements. have written to you before on this subject.

I understand that there are about a dozen different amendments. The Ame can Bar Association, through many of its very fine legal minds, have work out a constitutional amendment which I am convinced is what this country need I certainly would favor an amendment substantially in the form recommend by the American Bar Association. I think that the amendment so suggested responsive to the thinking of the people in this part of the country.

I have never liked the idea of negotiating treaties and executive agreemen without the knowledge or consent of the people, the effect of which is to ove ride what we always thought was the supreme law of the land, namely, t Constitution, and I think it is time to put a stop to it.
