Senate bill No. 210, entitled

A bill to amend section 12 of Act No. 205 of the Public Acts of 1887, entitled "An act to revise the laws authorizing the business of banking, and to establish a banking department for the supervision of such business," the same being section 6101 of the Compiled Laws of 1897, as amended by Act No. 265 of the Public Acts of 1899.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Banks and Corporations.

Mr. Miller introduced

Senate bill No. 211, entitled

A bill to amend sections 2, 3, 4, 5 and 9 of Act No. 338 of the Public Acts of 1907, entitled "An act to provide for the examination, regulation, licensing, and registration of persons engaged in the practice of dentistry, and for the punishment of offenders against this act, and to repeal all acts and parts of acts in conflict herewith."

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Public Health.

Mr. Miller also introduced
Senate bill No. 212, entitled

A bill to amend section 26 of Act No. 207 of the Public Acts of 1889, entitled "An act to prohibit the manufacture, sale, keeping for sale, giv ing away or furnishing of vinous, malt, brewed, fermented, spirituous or intoxicating liquors, or any mixed liquor or beverage, any part of which is intoxicating, and to prohibit the keeping of any saloon or other place for the manufacture, sale, storing for sale, giving away or furnishing of such liquors or beverages, and to suspend the general laws of the State relative to the taxation and regulation of the manufacture and sale of such liquors in the several counties of this State under certain circumstances; to authorize the qualified electors of the several counties in this State to express their will in regard to such prohibition by an election, and to authorize and empower the boards of supervisors of the several counties, after such election, if they shall determine the result to be in favor of such prohibition, to prohibit the manufacture, sale, keeping for sale, giving away or furnishing of any such liquors or the keeping of a saloon or any other place for the manufacture, sale, storing for sale, giving away or furnishing of the same within their respective counties; and to provide for the penalties and rights of action in case of its violation," as amended by Act No. 107 of the Public Acts of 1909.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Liquor Traffic.

Senator Vanderwerp entered the Senate Chamber and took his seat.

A bill authorizing the transfer of a portion of certain funds appropriated under the provisions of Act No. 157 of the Public Acts of 1909, entitled "An act making appropriations for the Michigan Employment Institution for the Blind for the fiscal years ending June 30, 1910, and June 30, 1911, for current expenses and building and special purposes, and to provide a tax therefor;"

A bill to amend the title and sections 1, 2, 3, 6, 10, 12, 14, 15, 16, 17, 19, 21 and 23 of Act No. 124 of the Public Acts of 1883, entitled "An act to authorize cities and villages to take private property for the use or benefit of the public and repeal Act No. 26 of the Public Acts of 1882," as amended by Act No. 48 of the Public Acts of 1887, the said sections being compiler's sections 3392, 3393, 3394, 3397, 3401, 3403, 3405, 3406, 3407, 3408, 3410, 3412 and 3414 of the Compiled Laws of 1897;

Senate bill No. 168 (file No. 157), entitled

A bill to amend section 19 of chapter 71 of the Revised Statutes of 1846, entitled "Of the inventory and collection of the effects of deceased persons," as amended, the same being 9366 of the Compiled Laws of 1897;

Has made no amendments thereto, and has directed its chairman to report the same back to the Senate, and recommend their passage.

The committee of the whole has also had under consideration the following:

Senate bill No. 138 (file No. 128), entitled

A bill to amend section 1 of Act No. 48 of the Public Acts of 1901, approved April 8, 1901, entitled "An act to provide for a tax upon dogs and to create a fund for the payment of certain damages for sheep killed or wounded by them in certain cases;"

Has amended the same as follows:

1. By inserting at the end of line 12 of section 1 after the word "dogs" the words "for boarding or."

2. By inserting at the end of line 15 of section 1 after the word "license" the words "in lieu of all other tax."

3. By striking out of line 17 of section 1 the words "first day" and inserting in lieu thereof the words "second Monday."

Senate bill No. 129 (file No. 117 ), entitled

A bill to amend sections 10, 11, 12, 13, 15 and 16 of chapter 81 of the Revised Statutes of 1846, entitled "Of fraudulent conveyances and contracts, relative to goods, chattels, and things in action," the same being sections 9523, 9524, 9525, 9526, 9528 and 9529 of the Compiled Laws of 1797, as amended by Act No. 258 of the Public Acts of 1905, as further amended by Act No. 332 of the Public Acts of 1907, and to add one new section thereto to stand as section 17;

Has amended the same as follows:

1. By striking out of line 1 of section 16 the words "be entitled to receive" and inserting in lieu thereof the word "collect."

2. By striking out of line 12 of section 17 the words "be entitled to” and inserting in lieu thereof the word "collect."

Also:

Senate bill No. 17 (file No. 12), entitled

A bill to amend section 1 of Act No. 205 of the Public Acts of 1887, entitled "An act to revise the laws authorizing the business of banking, and to establish a banking department for the supervision of such business," the same being section 6090 of the Compiled Laws of 1897, as amended by Act No. 265 of the Public Acts of 1899;

Has amended the same as follows:

1. By inserting in line 11 of the proviso after the word "place" the words "except that it may not decrease its capital."

2. By adding to section 1 the following proviso:

"Provided further, That nothing in this section contained shall affect the right of any bank to maintain any office which may have been heretofore established."

And has directed its chairman to report the same back to the Senate, asking that the amendments be concurred in, and recommend that, as amended, the bills pass.

The Senate concurred in the recommendation of the committee regard

ing the first, second, third, fourth, fifth and sixth named bills in the report and the bills were placed on the order of third reading of bills. The Senate concurred in the amendments made to the seventh and eighth named bills in the report and the bills were placed on the order of third reading of bills.

The question being on concurring in the amendments made to the ninth named bill in the report,

Mr. White demanded a division of the question in order that the vote might be taken separately on the first named amendment.

The question then being taken on concurring in the amendment inserting in line 11 of the proviso after the word "place" the words "except that it may not decrease its capital,”

The amendment made by the committee was not concurred in.

The question then being on concurring in the second named amendment,

The second named amendment was concurred in, and the bill was placed on the order of third reading of bills.

Mr. Cartier moved that the Senate adjourn.

The motion prevailed, the time being 4:50 o'clock p. m.

The President declared the Senate adjourned until tomorrow at 2 o'clock p. m.
