A bill to amend section 14 of Act No. 44 of the Public Acts of 1899, entitled "An act to provide for the publication and distribution of laws and documents, reports of the several officers, boards of officers and public institutions of this State now or hereafter to be published, and to provide for the replacing of books lost by fire or otherwise, and to provide for the publication and distribution of the official directory and legislative manual of the State of Michigan, and to repeal Act No. 122 of the Session Laws of 1889, approved May 31, 1889, Act No. 20 of the Session Laws of 1889, approved March 19, 1889, and all other laws or parts of laws contravening or inconsistent with this act," as amended by Act No. 225 of the Public Acts of 1903 and Act No. 297 of the Public Acts of 1905;

With the following amendments thereto :

1. By inserting in line 24 of section 14 after the word "Asylums" the word "each.”

2. By inserting in line 28 of section 14 after the word "hundred" the words "Semi-annual meetings of the Joint Board of Trustees of the State Asylums not to exceed five hundred.”

Recommend that the amendments be concurred in, and that when so amended the bill pass.

Senate bill No. 213, entitled

A bill making appropriations for building, equipping and operating a fish hatchery on the shore of Saginaw Bay or Saginaw River, for hatching whitefish, wall-eyed pike, perch and other food fish, for planting in the inland and border waters of the State of Michigan, said fish hatchery to be built, equipped and operated by the State Board of Fish Commissioners, and to provide a tax to meet the same.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Fisheries.

Mr. Collins also introduced

Senate bill No. 214, entitled

A bill to amend section 39 of Act No. 281 of the Public Acts of 1909, entitled "An act relative to the nomination of party candidates for public office and delegates to political conventions, to regulate primary elections and to prescribe penalties for violations of its provisions, and to provide for the printing upon election ballots of the names of candidates nominated under the terms of this act, and to repeal Act No. 4 of the Public Acts of the Extra Session of the year 1907, and all local primary election acts contravening the provisions of this act, except as in this act otherwise provided," approved June 2, 1909; relative to the nomination of candidates for the office of United States Senator.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Elections.

A bill to amend section 70 of Act No. 190 of the Public Acts of 1891, entitled "An act to prescribe the manner of conducting and to prevent fraud and deception at elections in this State," approved July 3, 1891, being section 3697 of the Compiled Laws of 1897, relative to the certifi cation to the Legislature of candidates for the office of United States Senator.

Senate bill No. 216, entitled

A bill to amend section 1 of Act No. 262 of the Public Acts of 1897, entitled "An act to require township boards to make public annually an itemized statement of the condition of the finances of the township, in relation to the receipts and disbursements made by the township board," said section being compiler's section 2350 of the Compiled Laws of 1897.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Counties and Townships.

Mr. White moved that 500 extra copies of the above entitled bill be printed for the use of the Legislature.

A bill to prohibit the sale of fruits, vegetables, berries or nuts in baskets, boxes, cases; drawers or other receptacles less than legal measure. The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Horticulture.

Senate bill No. 218, entitled

A bill to legalize the proceedings taken by the village of Durand, in the county of Shiawassee, authorizing the issuance of twelve thousand dollars in bonds for the purpose of securing an additional water supply and extending the municipal lighting plant of said village.

Senate bill No. 220, entitled

A bill to authorize boards of supervisors in certain counties to determine the natural height and level of the waters in navigable lakes, to maintain the waters in navigable lakes at their natural height and level, to build dams and embankments and acquire for such purposes by condemnation or otherwise, lands, easements, or other property, to appropriate moneys therefor and to assess the expenses of such improvements on property benefited thereby.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Counties and Townships.

A bill to amend section 1 of Act No. 205 of the Public Acts of 1887, entitled “An act to revise the laws authorizing the business of banking, and to establish a banking department for the supervision of such business," the same being section 6090 of the Compiled Laws of 1897, as amended by Act No. 265 of the Public Acts of 1899;

Was read a third time, and pending the taking of the vote on the passage thereof,

Mr. Rosenkrans moved to amend the bill as follows:

By inserting in line 40 of amended section 1 after the word "place" the words "provided, however, That no such banks shall decrease their capital stock without the approval of the Commissioner of Banking." The question being on receiving the amendment,

Mr. Scott moved that the bill be laid on the table.

A bill to amend sections 10, 11, 12, 13, 15 and 16 of chapter 81 of the Revised Statutes of 1846, entitled "Of fraudulent conveyances and contracts, relative to goods, chattels and things in action," the being sections 9523, 9524, 9525, 9526, 9528 and 9529 of the Compiled Laws of 1897, as amended by Act No. 258 of the Public Acts of 1905, as further amended by Act No. 332 of the Public Acts of 1907, and to add one new section thereto to stand as section 17;

1. By striking out of line 4 of section 13 the word "thirty" and inserting in lieu thereof the word "ten."

3. By striking out of line 4 of section 17 the word "thirty" and inserting in lieu thereof the word "ten."

4. By striking out of line 4 of section 17 the word "preceding" and inserting in lieu thereof the word "following."
