SECOND-CLASS MAIL MATTER.

THE superintendent of the railway mail service, in his annual report, makes a plea for the separating of second-class mail matter that should meet with prompt response from every publishing house throughout the country. For some years it has been the practice of a number of publishers to separate second-class mail matter by states and cities before sending it to the post-office; but there are still so many who neglect to do so that the superintendent recommends that publishers be "requested "by law to make such separation. We should think that the advantages of this method would be so apparent to those concerned in the prompt and quick despatch of their business, that publishers would need only to have the matter brought to their attention to prompt them to use their utmost endeavors to supplement the efforts of the postal officials.

The enormous growth of the second-class mail is indicated by the statistics given. In 1894, 254,780,306 pounds were handled, and in 1898, 336,126.338 pounds, an increase of 81,346,032 pounds in four years. These figures, the superintendent points out, are precise, and not estimates, being based on the revenue from this source. They show how this class of mail, by its sheer bulk, obstructs the proper and speedy handling of all classes of mail. From them, also, can be gathered an idea of the consequences were publishers generally to neglect to separate their mail in advance. It is doubted, even, whether

any possible increase of clerical force, and space in the post-offices, could offer a guarantee as to when the mail could be distributed and despatched.

So far the cities of the West, and especially Chicago, have led in the matter of making up their mail to the best advantage for despatch, the percentage of unseparated mail having been reduced to 10.4 per cent.

Of the other largest cities New York shows a reduction in the percentage of mixed mail to 17.5, and an increase in the fully made-up mail from 39.751 sacks to 58,569. About onehalf of all the second-class mail received from publishers in New York City is now in condition for despatch to trains immediately after arrival at the post-office, thus relieving it absolutely from all delay at that office for distribution. It is to be hoped that within another twelvemonth the remaining 50 per cent. will be in a like condition for despatch.

MR. SHAYLOR'S article on "The Decline of Religious Books," which appeared some time ago in the London Publishers' Circular, and was reprinted in these columns, has caused considerable discussion in this country as well as in England. The religious press especially took up Mr. Shaylor's remarks in a manner that did credit to their zeal more than to their judgment, or exact knowledge of the subject. Among those who in this country questioned the accuracy of Mr. Shaylor's statements was John A. Holden, well known to the trade as the representative of Thomas Whitaker. Holden, in common with the other American objectors, labored under the mistaken impression that Mr. Shaylor's remarks applied to the English-speaking public at large, and in a letter to the New York Times he pointed out that the religious books written for this generation far from declining in popularity, “have almost, if not altogether, as great a value as the books of these semi-forgotten writers mentioned by Mr. Shaylor had in days gone by"; that "the old school has simply given way to the new," and that religious books have as great sale as ever. That this is true so far as the United States is concerned is well known, and is attested by statistics. But, as the London Publishers' Circular points out, unhappily for Mr. Holden's argument, Mr. Shaylor spoke only of conditions in England, and, so far as the trade in religious books is concerned there, he spoke from actual statistics. The tastes of England and America apparently differ on this subject, and until figures can be produced to disprove Mr. Shaylor's statements regarding the "decline of religious books" in England, they must very likely be accepted as authoritative.

short distance beyond half a century. We are well aware that there are several firms in the American book trade whose record, first as printers, and then as publishers and booksellers, reaches back into the beginning of the century; but there are hardly more than ten firms in existence to-day who have supported themselves for fifty years exclusively by making a market for the product of the printer and publisherthat is, who have been booksellers in the more precise sense of the word. This is really not so remarkable when it is considered that even in Germany - the cradle of the book trade as it is known to-day--with almost four centuries of trade history, the list of those who can trace their pedigree back fifty years exceeds the hundred mark by but a few names.

It is a rare pleasure, therefore, that THE PUBLISHERS' WEEKLY enjoys to-day, in chronicling the golden jubilee of one of its constituency. B. Westermann & Co., now Lemcke & Buechner, has reached the fiftieth year of its existence. There are few firms in any branch of mercantile life in this country that stand so high in the estimation of their colleagues as does the house represented to-day by Messrs. Lemcke and Buechner, and there is perhaps no one other firm that so uniformly enjoys the unqualified good-will of its contemporaries. One of the earliest of those who sought to blaze the way in the new world for the best in European culture and science, this firm has survived, through good times and through bad times, to

retain its place in the vanguard of those to whom the book trade is dear as a profession, and has never failed to sacrifice even material interests in order that the best traditions of the trade might be upheld.

To the individual members of this firm we tender on this occasion the assurance of our most appreciative consideration, and on behalf of the trade, which they so worthily represent abroad as well as at home, we wish them the enjoyment of many years more of usefulness and prosperity.

The career of the firm has been in brief as follows: The firm of G. & B. Westermann Brothers was established in New York, at 290 Broadway, on December 4, 1848, by Bernhard Westermann and his brother Georg, as a branch of their business in Braunschweig, Germany. From this firm Georg Westermann, the European partner, retired four years afterward, in order to devote himself exclusively to the interests of his own house in Braunschweig, (founded May 21, 1838,) and also because the American branch found it desirable to trans

fer its European agency to Leipzig, the centre of the German book trade. Georg Westermann was born in 1810 and died in 1879; he was one of the foremost publishers of Germany, and his firm holds its high rank to this day under the management of his son Frederick, who, thirty years ago, for a couple of years served as clerk in the New York house.

The firm in 1852 became B. Westermann & Co., with Bernard Westermann as the original American partner, ably assisted by August Buechner. From this time, too, Mr. Westermann dropped the "h" from his given name, and spelled it Bernard instead of Bernhard.

August Buechner, who will no doubt be remembered by many of the present generation,
