The Committee met, pursuant to notice, at 9:30 a.m., in the City Council Chambers, City Hall, Columbus, OH, Hon. John Glenn, Chairman of the Committee, presiding.

Present: Chairman Glenn.

OPENING STATEMENT OF CHAIRMAN GLENN

Chairman GLENN. The hearing will be in order. I want to announce first that this is an official hearing of the Governmental Affairs Committee of the U.S. Senate which I chair. We have field hearings on occasion on matters of particular importance, and we feel this is a matter of particular importance. It is the first such hearing I have held in Ohio in some time on this particular subject. We expect to have more hearings of this type outside of Washington to find out what is working and what is not working in the area of drug enforcement, testing and education. We will be having those hearings here and in other States also around the country. We are continuing our series of hearings on the effectiveness of the Federal, State and local effort to combat illegal drugs in our Nation. We are here in Columbus this morning to listen to the front-line fighters, the public officials that are in the trenches, so to speak, at the State and local levels.

Early next year we will hear from other front-line fighters, particularly from the young people. I think one thing that has been overlooked in some of this is that we, in government, enact different laws and programs and provide funding, but we too often do not get to the basic problem, and that is what is working and what is not working with the young people in particular.

We talk about education, we talk about "Just Say No," we talk about all these things but we don't really get down to talking to the kids, the young people, to find out what is working and what isn't, and that will be the focus of the next hearing we have here in Ohio. I have not announced yet where it will be. We don't know yet for sure whether it will be here in Columbus or Cleveland or Cincinnati. I think we had one report that said we had already announced it would be here in Columbus. That's not true. It may be here in Columbus, but we haven't firmly decided that yet.

For our young people, those we need to reach early if we are going to turn this problem around, at the end of these hearings I hope we will be closer to the answers than we are this morning. In
