VOINOVICH, MAYOR ALL-AMERICA CITY September 20, 1989 Dear Concerned Citizen: Our society today offers many opportunities for the fulfillment of dreams and promises that can shape a bright future. But society also presents circumstances that test our resolve, compromise our integrity and darken our hopes. Thre gh positive action today, we can and must overcome the problems that threaten our future. One of the most important considerations we can make as a society, as a community and as individuals is how we will react to the problems of drug abuse. We are already facing the consequences of the proliferation of drugs in every neighborhood in America. When it comes to chemical abuse, ignorance and inaction are as insidious as the abuse itself. President Bush has recently announced a battle plan for the war on drugs -- one of the single most important fights in our history. A cooperative effort among federal, state and local governments and each individual citizen is necessary to insure a victory. The City of Cleveland has officially committed itself to creating and maintaining effective policies and procedures to deal with the problems of drug abuse. We will not allow the health and integrity of our community to be jeopardized by circumstances we can control. We will not leave a heritage of carelessness to future generations. Our priorities for action include providing the programs and services necessary to stop drug abuse in our community. The information provided in this booklet outlines the ways in which we are dealing with today's drug problem. By sharing our experiences, we hope to educate and be educated in turn. Working together, we can shape the attitudes that will insure the strength and well-being of all citizens today and into the future. VOINOVICH, MAYOR Proclamation DESIGNATING CLEVELAND CITY HALL AB A DRUG-FREE WORKPLACE WHEREAS, In accordance with the Drug-Free Workplace Act of 1988, I am pleased and happy to notify the employees of the great City of Cleveland that we now will have the right to expect a drug-free place in which to work; and From this day on, the City will regard drugs, without exception, as the unlawful manufacture, distribution, dispensing, possession or use of a controlled substance while in the workplace as strictly prohibited. The City will require any employee convicted of a drug violation occurring in the workplace to notify his or her employer within five days after conviction; and Any City employee who violates this policy will be subject to appropriate personnel action, up to and including termination of employee; and Employees can seek help through the Giving Assistance To Employees (GATE) program, a confidential counseling and referral service available to City employees with drug or alcohol dependence problems; and The Office of Personnel will be offering periodically to all employees a drug-free awareness program to further explain this policy about the dangers of drug abuse. NOW, THEREFORE, I, George V. Voinovich, Mayor of the City of Cleveland, do hereby proclaim Cleveland City Hall as a Drug-Free Workplace. I urge all City employees and other citizens of Cleveland to lead drug-free lives, and to urge family members and friends to do the same. May we, as employees of the City of Cleveland, set the example of having a drug-free workplace, a model for others to follow. Veismich DRUG-FREE WORKPLACE POLICY STATEMENT In accordance with the Drug-Free Workplace Act of 1988 (Pub. L. 100-690, Title V, Subtitle D), the City of Cleveland is notifying its employees of the City's policy regarding drugs in the workplace. Without exception, the unlawful manufacture, distribution, dispensing, possession or use of a controlled substance while in the workplace is strictly prohibited. The City requires, pursuant to the Drug-Free Workplace Act, that as a condition of employment, any employee convicted of a drug violation occurring in the workplace must notify his or her employer within five days after conviction. Any employee found in violation of this policy is subject to appropriate personnel action, up to and including termination of employment. Moreover, Civil Service Rule 9.10 states that any officer or employee in the classified service may be discharged, suspended, or reduced in rank for intoxication or misuse or abuse of drugs in the course of his/her employment. The Giving Assistance To Employees (GATE) program is a confidential counseling and referral service available to City employees with drug or alcohol dependence problems. GATE's assessment and referral services are free. If further assistance is necessary, the employee's regular health insurance and his ability to pay are considered. An employee who wishes to seek counseling as part of the GATE program should call 664-2327 between the hours of 8:00 A.M. and 5:00 P.M. Additionally, the Office of Personnel will be offering periodically to all employees a drug-free awareness program to inform employees about the dangers of drug abuse in the workplace and to further explain this policy. |
