It is imperative that our society finds a way to win the var on drugs. We must assimilate intolerance of drug abuse into our national character before the consequences of our complacence are irreversible.

The strategies we devise today must be based on a realistic assessment of current and projected trends. We cannot afford a "band-aid" approach to solving the problems of drug abuse. Our foresight will enable new generations to live in a society that cherishes physical and emotional health, responsibility to oneself and the community and the regeneration of those ideals far into the future.

The City of Cleveland has, in recent years, experienced a rebirth of spirit that has brought us together to achieve great things. The people of this community have proven that strength and progress are the rewards of commitment, pride and hard work. These same values are essential to waging -- and winning -- the war on drugs.

The programs and services listed in this report describe our current efforts to deal with drug-related problems in our community. Although the complexities and scope of these problems are great, we are committed to maintaining effective programs and procedures to address them fully. By continuing to do so through the processes of education, enforcement, treatment and prevention, we can achieve a drug-free society.
