Acts of the Regular Session Convened January 5, 1915

CHAPTER 1.

(HOUSE BILL No. 66.)

APPROPRIATIONS-LEGISLATIVE--EXPENSES.

An ACT making an appropriation for the payment of the mileage and per diem of the members and contingent expenses of the Fifth Legislature, and declaring an emergency.

Be It Enacted by the People of the State of Oklahoma:
Contingent Fund-Per Diem.

Section 1. There is hereby appropriated out of any money in the Treasury of the State of Oklahoma, not otherwise appropriated, to pay the per diem and mileage of the members and the contingent expenses of the regular session of the Fifth Legislature, the sum of fifty-five thousand ($55,000.00) dollars, or so much thereof as may be necessary.

Emergency.

Section 2. For the preservation of the public peace and safety, an emergency is hereby declared to exist by reason whereof this act shall take effect and be in force from and after its passage and approval.

CHAPTER 2.

APPROPRIATIONS-EMPLOYEES OF LEGISLATURE.

(HOUSE BILL No. 68.)

AN ACT making an appropriation for the payment of the salaries of the officers and employees of the House of Representatives of the Fifth Legislature, and declaring an emergency.

Be It Enacted by the People of the State of Oklahoma:

Salaries of Legislative Employees.

Section 1. There is hereby appropriated out of any money in the Treasury of the State of Oklahoma, not otherwise appro

priated, to pay the salaries of the officers and employees of the Senate and the House of Representatives of the Fifth Legislature, the sum of twenty-five thousand ($25,000.00) dollars, or so much thereof as may be necessary.

Emergency..

Section 2. An emergency is hereby declared to exist by reason whereof it is necessary for the immediate preservation of the public health and safety that this act take effect and be in force from and after its passage and approval.

CHAPTER 3.

APPROPRIATIONS-SOUTHEASTERN STATE NORMAL.
(SENATE BILL No. 65.)

AN ACT making an appropriation to recover and repair the Southeastern State Normal building, located at Durant, Oklahoma, and declaring an emergency.

Be It Enacted by the People of the State of Oklahoma:

Appropriation-Repairs.

Section 1.

There is hereby appropriated out of any moneys in the State Treasury not otherwise appropriated the sum of two thousand five hundred dollars ($2,500.00) or so much thereof as may be necessary to recover, repair, and to equip with extra radiation the Southeastern State Normal building located at Durant, Oklahoma.

Emergency.

Section 2. For the preservation of the public peace, health, and safety an emergency is hereby declared to exist, by reason whereof this act shall take effect and be in force from and after its passage and approval.

Approval January 28, 1915.

CHAPTER 4.

WARRANTS-RECORDS OF PAYMENT-CANCELLATION-STATE

TREASURER.

(SENATE BILL No. 128.)

AN ACT amending section $139 (chapter 75, article X), of the Revised Laws of Oklahoma, 1910, and declaring an emergency.

Be It Enacted by the People of the State of Oklahoma:

Payment of State Warrants-Duties of State Treasurer.

Section 1. That section 8139 (chapter 75, article X) of the Revised Laws of Oklahoma 1910, be and the same is hereby amended to read as follows:

"Section 8139. Redemption of Warrants. He shall receive in payment of public dues, the warrants drawn by the State Auditor in conformity with the law; or redeem the same, if there be money in the Treasury appropriated for that purpose, and on redeeming such warrant, or receiving the same in payment, he shall cause the person presenting such warrant to endorse the same and the Treasurer shall perforate the date and the word 'Canceled' with perforator, and shall enter in his book, in separate columns the number of such warrant, its date, amount and the name of the person to whom payable, the date of the payment and the amount of interest if any, paid thereon."

Emergency.

Section 2. For the preservation of the public peace, health, and safety an emergency is hereby declared to exist, by reason whereof this act shall take effect from and after its passage and approval.

CHAPTER 5.

COTTON GINS-PLACING HARD ARTICLES IN UNTHRESHED

CROPS.

(HOUSE BILL No. 105.)

AN ACT making it a felony and prescribing the punishment therefor, for any person to place any hard or solid articles in any unthreshed or unground grain or seed, or any matches or inflamable substances in any unginned cotton with the intent to injure such grain, seed cr cotton, or any machinery which may be used in threshing, grinding or ginning the same.

Be It Enacted by the People of the State of Oklahoma:

Matches in Cotton-Stone in Grain-Felony.

Section 1. Any person who shall designedly place any hard. or solid substance or particle in any stack, shock, sheaf or load of unthreshed grain, or in any bin, bag, sack or load of unground grain, or seed, or shall designedly place any matches or other inflamable, combustible or explosive substance in any unginned
