Warrants-How Issued.

Section 2. The Auditor shall draw warrants upon the State Treasury for such portion thereof as may be found to be due upon auditing the respective claims in favor of the person or persons to whom such claims are allowed; provided, that all such claims and accounts shall be sworn to as true and correct before being audited.

CHAPTER 136.

DESCENT AND DISTRIBUTION-DEATH CAUSED BY BENEFICIARY

FORFEITURE.

(SENATE BILL No. 115.)

AN ACT relating to heirs or beneficiary causing death or disability,

Be It Enacted by the People of the State of Oklahoma:

Guilty Party May Not Benefit by Action.

Section 1. No person who is convicted of having taken, or causes or procures another so to take, the life of another, shall inherit from such person, or receive any interest in the estate of the decedent, or take by devise or legacy, or descent or distribution, from him, or her, any portion of his, or her, estate; and no beneficiary of any policy of insurance or certificate of membership issued by any benevolent association or organization, payable upon the death or disability of any person, who in like manner takes or causes or procures to be taken, the life upon which such policy or certificate is issued, or who causes or procures a disability of such person, shall take the proceeds of such policy or certificate; but in every instance mentioned in this section all benefits that would accrue to any such person upon the death or disability of the person whose life is thus taken, or who is thus disabled, shall become subject to distribution among the other heirs of such deceased person according to the laws of descent and distribution, in case of death, and in case of disability, the benefits thereunder shall be paid to the disabled person; provided, however, that an insurance company shall be discharged of all liability under a policy issued by it upon payment of the proceeds in accordance with the terms thereof, unless before such payment the company shall have written

notice by or in behalf of some claimant other than the beneficiary named in the policy that a claim to the proceeds of such policy will be made by heirs of such deceased under the provisions of this Act.

CHAPTER 137.

APPROPRIATION SCHOOL FOR DEAF-BUILDING.

(SENATE BILL No. 140.)

AN ACT making an appropriation of $20,500.00 for building and equipping a dining room and kitchen and improving the grounds for the Oklahoma School for the Deaf.

Be It Enacted by the People of the State of Oklahoma:

Appropriation-Dining Room.

Section 1. There is hereby appropriated out of any money in the State Treasury not otherwise appropriated, for the purpose of building and equipping a dining room and kitchen, and improving the grounds of the Oklahoma School for the Deaf, the sum of twenty thousand five hundred dollars ($20,500.00) of which amount the sum of five hundred dollars ($500.00) shall be expended for the purpose of improving the grounds. Approved March 13, 1915.

CHAPTER 138.

APPROPRIATION-SCHOOL FOR DEAF.

(SENATE BILL No. 141.)

AN ACT making an appropriation for the support and maintenance of the Oklahoma School for the Deaf for the fiscal years ending June 30, 1916, and June 30, 1917.

Be It Enacted by the People of the State of Oklahoma:

Appropriation-Maintenance.

Section 1. There is hereby appropriated out of any money in the State Treasury not otherwise appropriated, for the support and maintenance of the Oklahoma School for the Deaf located at Sulphur, the following sum, or so much thereof as may be necessary:

A BILL TO BE ENTITLED AN ACT making an appropriation for the erection and equipment of two buildings for the institution for the Feeble Minded at Enid, Okla.

Be It Enacted by the People of the State of Oklahoma:

Appropriation-Ward Buildings.

Section 1. There is hereby appropriated out of any money in the State Treasury not otherwise appropriated, the sum of fifty thousand dollars ($50,000.00) or so much thereof as may be necessary, for the purpose of constructing and equipping two cottage ward buildings at the Institution for the Feeble Minded, located at Enid, Oklahoma.

APPROPRIATION-INSTITUTE FOR FEEBLE MINDED.

AN ACT making an appropriation for the support and maintenance of the Oklahoma Institute for the Feeble Minded located at Enid, Oklahoma.

Be It Enacted by the People of the State of Oklahoma:

Appropriation-Maintenance.

Section 1. There is hereby appropriated out of the funds in the State Treasury, not otherwise appropriated, the sum of ninety thousand dollars, or as much thereof as may be necessary for the support and maintenance of the Oklahoma Institute for the Feeble Minded, located at Enid, Oklahoma, for the years ending June 30, 1916, and June 30, 1917, as follows:

AN ACT declaring all libraries and office equipment of ministers of the gospel actually used for ministerial work to be property used exclusively for religious purposes; and declaring an emergency.

Be It Enacted by the People of the State of Oklahoma:

Exemptions Applied to Ministers' Libraries.

Section 1. All libraries and office equipment of ministers of the Gospel actively engaged in ministerial work in the state of Oklahoma, where said libraries and office equipment are being used by ministers in their ministerial work, shall be deemed to be used exclusively for religious purposes and are declared to be within the meaning of the term "religious purposes" as used in section 6, article 10 of the Constitution of the state of Oklahoma.

Emergency.

Section 2. It being immediately necessary for the preservation of the public peace, health and safety, an emergency is hereby declared to exist, by reason whereof this Act shall take effect and be in full force from and after its passage and approval.

CHAPTER 143.

FEES GREER COUNTY COURT-EXCESS FEES.

AN ACT to pay Greer county bailiff and witness fees January term of 1912 script issued by district court clerk, in excess of legal levy for court fund, and declaring an emergency.

Be It Enacted by the People of the State of Oklahoma:

Excess Fees 1912-Payment Authorized.

Section 1. That the county clerk of Greer county, Oklahoma, be authorized, and he is hereby directed to draw a warrant on the county treasurer of said Greer county, Oklahoma, to be paid out of the court fund in favor of the legal holders of witness and bailiff vouchers issued by the district clerk of Greer county, Oklahoma, for services rendered by them as such witnesses and as such bailiff for the January, 1912, term of said district court, Greer county, Oklahoma. The names of the witnesses and the name of the court bailiff and the aggregate amount due each one of them is still unpaid and are as follows:
