Section 2. The amounts herein appropriated for the several State departments and institutions shall be approved by the heads of such departments and institutions, before being audited by the State Auditor. For the payment of miscellaneous claims the State Auditor is hereby authorized to draw his warrant upon the State Treasurer in favor of the several parties named in this act, for the amounts set opposite their several names, upon sworn vouchers therefor; provided, that' the several amounts herein appropriated shall be in full payment of said claim or claims owing by the State to person in whose favor said appropriations are made, and the State Auditor shall not deliver any warrant until an affidavit and a receipt in full is filed in his office by the beneficiary; provided. that said affidavit shall state that services were rendered to the amount of said claim, or that goods and supplies were furnished the State in the amount of said claim, and that no part of said amount due for services, or that no part of said amount due for
