Though the reference here is to any matter under inquiry, the word "any" here refers to any matters within the jurisdiction of the two Houses of Congress, before them for consideration and proper for their action; to questions pertinent thereto, and to facts or papers bearing thereon; and so construed, these sections are within the constitutional power of Congress to enact. Sections 102 and 103 are not inseparably connected. In re Chapman, 166 U. S. 661, 666, 667, 41 L. ed. 1154; People v. Keeler, 99 N. Y. 479. As to the power of either House of Congress to punish for contempt, see Kilbourn v. Thompson, 103 U. S. 168, 26 L. ed. 377; Anderson v. Dunn, 6 Wheat. 204, 5 L. ed. 243; Stewart v.
