Mr. JOHANSEN. Could you state offhand what the highest grade of any of these 29 might have been?

Mr. HORTON. Yes, sir. The man in the top grade was a GS-15 when he was hired. The grades then ranged from 14 down to GS-11. Mr. HENDERSON. Mr. Secretary or Mr. Horton, what recommendations were made for training both these newly employed personnel and other personnel within the Air Force?

Mr. HORTON. The Potomac Institute recommended, first of all, that the Air Force Academy include a course on general civil rights and equal employment opportunities. This has not been adopted by the Department of the Air Force. However, another one of their recommendations about briefing contracting officers as to the cause and its meaning has been adopted by the Air Force. They have inIcluded this in seminars with their contracting officers.

Mr. HENDERSON. This is a recommendation for what we would refer to as on-the-job training?

Mr. HORTON. That is correct, sir.

Mr. HENDERSON. To what extent has the Air Force conducted onthe-job training in accordance with the recommendations of the Potomac Institute?

Mr. HORTON. The contract compliance specialists, these 29 people that Mr. Paul referred to, when they were hired, were given a course in contract management, the Executive order, and what was expected of them in the field.

Mr. HENDERSON. You had within the Air Force at that time personnel who were familiar with those subjects you just recited? Mr. HORTON. That is correct.

Mr. HENDERSON. The 29 outside experts had what peculiar or particular qualifications that made them experts?

Mr. HORTON. The majority of the people that the Air Force hired had had previous experience with such organizations that dealt in minority group problems, such as the Urban League and the National Association of Intergroup Relations Specialists, and some of them came from State and Federal fair employment practice commissionsthat general background.

Mr. WATSON. In that connection, do you believe people with that background would be completely objective and unbiased in a matter such as this?

Mr. HORTON. Mr. Watson, I do, because of the thrust of the order. The order very clearly states that the President's Committee and the agency implementing the order are not in any way to discriminate in reverse. They are not asking an employer to lower standards in any way whatsoever with reference to hiring or upgrading.

Mr. HENDERSON. In that connection, those persons within the Defense Department who had the expertise in contracting and the various relationships with the contractors-do you feel they would not have, with proper training, responsibility to carry out the Executive order of the President and the directive of the Secretary?
