NEW HAMPSHIRE.

Age limits.-Boys 10, girls 16, selling anything in streets; 10 years, bootblacks.

14 years, mill, factory, workshop, quarry, mercantile establishment, tenementhouse manufactory or workshop, store, business office, telegraph or telephone office, restaurant, bakery, hotel, barber shop, apartment house, bootblack stand, errand, delivery, or messenger service.

14 years, singing, playing, dancing, acrobat.

Minors and women, barrooms.

Hours.-11-hour day, 58-hour week, boys under 16, girls under 18, and gainful occupation.

Exemption: Agriculture and domestic service.

101-hour day, 55-hour week, females and minors under 18, manufacturing, mechanical or mercantile establishment, laundry, restaurant, confectionery store, express or transportation company.

Exception: Mercantile establishments, 7 days preceding Christmas.

Night work prohibited.—7 p. m. to 6 a. m., boys under 16, girls under 18, any gainful occupation.

Exemptions: Agriculture and domestic service; over 16, retail stores and telephone exchanges; boys over 14 after 5 a. m. on newspaper routes; boys over 12 between 4 p. m. and 8 p. m. on newspaper routes.

Work permits.-Under 16, occupations prohibited under 14; issued by school superintendent upon: (1) Attendance at school 300 half days during year previous and ability to read and write English; (2) proof of age by (a) passport, or (b) certificate of birth or baptism, or (c) public record; (3) certificate of physical fitness.

Employer to return permit to inspector when child leaves.

Vacation permits.-Issued by school superintendent for 3 months on same requirements as for regular permits except (1).

Education.-School attendance compulsory between 8 and 14 entire school year (16 unless completed elementary school 8th grade).

Enforcement.-Superintendent of public instruction appoints three State inspectors; truant officers.

Violations.-Minimum penalties (first offense): (1) Employer, $5; (2) parent, $5; (3) false affidavit, $5.

NEW MEXICO.

Age limits.-14 years, mines (constitution).

Education.-School attendance compulsory between 7 and 14 entire school

year.

NEW JERSEY.

Age limits.-14 years, newspaper plant, printery, factory, workshop, mill, commercial laundry, place where printing or manufacture of goods of any kind is carried on, mine or quarry, mercantle establshment.

15 years, saloons.

15 years, acrobat, immoral or injurious exhibition.

16 years, specified dangerous occupations.

16 years, cleaning machinery in motion.

18 years, singing, playing, begging, mendicant occupations.

Hours.-8-hour day, 48-hour week, under 16, occupations prohibited under 14. (No work on Sunday.)

10-hour day, 60-hour week, females, manufacturing or mercantile establishment, bakery, laundry, restaurant.

Exemption: 6 working days preceding Dec. 25; canneries.

Night work prohibited.—7 p. m. to 7 a. m., under 16, occupations prohibited under 14.

7 p. m. to 6 a. m., 10-16, light occupations.

Exemption: Agriculture.

10 p. m. to 5 a. m., under 21, messenger service, cities of 1st class; under 18, cities of 2d class.

Work permits.-Under 16 (occupations not specified); issued by supervisor of school exemption certificates upon: (1) Proof of age by (a) birth certificate, or (b) passport or baptismal certificate, or (c) other documentary evidence,

or (d) physical examination; (2) certificate of physical fitness; (3) completion of 5th grade.

Employer to return permit to issuing officer when child leaves.

Child receives employer's certificate from issuing officer to be filled in by employer, giving nature of work, salary, etc., and returned to issuing officer. Special permits.-10-16 for employment when schools are not in session; issued by supervisor of school exemption certificates in cases of necessity for selling newspapers, bootblacking, and other light occupations on same evidence of age as for regular permit.

Exemption: Agriculture.

Education.-School attendance compulsory between 7 and 16 entire school

year.

Exemption: 14 if regularly employed.

Enforcement.-Department of labor (Trenton); attendance officers.

Violations.-Minimum penalties (first offense): (1) Employer, $50; (2) false affidavit, $50.

Street work (city ordinances).-Elizabeth: Boys 10, girls 16, selling newspapers. Permit required under 16; issued by board of education on satisfactory proof of age.

Newark Boys 10, girls 16, selling newspapers. Permit required under 14; issued by board of education on satisfactory proof of age.

Trenton: Boys 10, selling newspapers, bootblacking. Permit required under 14; issued by commissioner of public instruction on satisfactory proof of age.

NEW YORK.

Age limits.-Boys 12, girls 16, selling newspapers, periodicals, cities of 1st, 2d, and 3d class.

14 years, factory, including tenement home work and cannery sheds.

14 years, mercantile establishment, business office, telegraph office, restaurant, hotel, apartment house, theater, or other place of amusement, bowling alley, barber shop, shoe-polishing establishment, errand, delivery, or messenger service.. 16 years, singing, dancing, theatrical exhibition.

Exemption: Children in speaking parts with permit from mayor.

16 years, specified dangerous occupations. 16 years and all females, mines and quarries.

18 years and all females, extrahazardous occupations.

18 years and all females, barrooms.

18 years, boys operating elevators.

Hours.-6-hour day, boys over 12 gathering produce.

8-hour day, 48-hour week, under 16, occupations prohibited under 14. 9-hour day, 54-hour week, boys 16-18, all females, factories.

Exemptions: Boys 16-18 in canneries, June 15-Oct. 15; 10-hour day, 60hour week, females 18 and over, canneries, June 15-Oct. 15; 12-hour day, 66-hour week, females over 18, canneries, June 25-Aug. 5 upon ruling of industrial commission.

9-hour day, 54-hour week, females over 16, mercantile establishments. Exemption: Dec. 18-24.

Close of school to 6.30 p. m., boys over 12 carrying newspapers on routes. 5.30 a. m. to 8 a. m., close of school to 6.30 p. m., boys over 14 carrying newspapers on routes.

Night work prohibited.-5 p. m. to 8 a. m., under 16, factories.

6 p. m. to 8 a. m., under 16, occupations prohibited under 14 other than factories.

Exemption: Children on stage.

9 p. m. to 6 a. m., females 16-21, factories.

12 m. to 4 a. m., boys 16-18, factories.

10 p. m. to 6 a. m. all females, factories.

10 p. m. to 7 a m., females over 16, mercantile establishments.

Exemption: December 18-24.

8 p. m. to 6 a. m., boys under 16, street work, cities of 1st, 2d, 3rd class. 10 p. m. to 5 a. m., under 21, messengers, cities of 1st, 2d class.

Work permits.--Under 16, occupations prohibited under 14; issued by health officer upon: (1) Completion of 6th grade; (2) proof of age by (a) birth cer tificate, or (b) certificate of graduation, or (c) passport or baptismal certificate, or (d) other documentary evidence, or (e) physical examination; (3) certificate of physical fitness.

Employer to return permit to child when child leaves.

Street work permits.—Under 14; issued by board of education on (1) satisfactory proof of age and (2) attendance at school.

Physical examination in factories.-Children 14-16 in factories to be physically examined by medical inspector of industrial commission. Work permit may be canceled if child is reported physically unfit.

Education.-School attendance compulsory between 7 and 14, places of 5,000 or more, entire school year (not less than 160 days); between 8 and 14, places less than 5,000, entire school year. 16 years anywhere unless employed.

Boys 14-16 in cities of 1st and 2d class who have not completed 8th grade must attend night school not less than 6 hours a week for not less than 16 weeks.

Continuation Schools.-Minors 14 and 15, regularly employed, who have not completed 8th grade may be required to attend continuation schools (where established) 4 to 8 hours a week, not less than 36 weeks a year, between 8 a. m. and 5 p. m.

Enforcement.—Industrial commission (Albany) in cities of 1st and 2d class; health officers enforce mercantile law. Truant and police officers enforce necessary law in cities not of 1st or 2d class.

Age limit.-12 years, mines.

13 years, factories.

NORTH CAROLINA.

Exemption: Apprentices who have attended school 4 months in preceding

year.

Hours.-60-hour week, minors and women, factory, manufacturing establish

ment.

11-hour day, 60-hour week, all persons in such establishments.

Exemption: Engineers, firemen, yard hands, etc.

Night work prohibited.—9 p. m. to 6 a. m., under 16, factories.

Work permits.-Parent or guardian required to furnish written statement of age and certificate as to school attendance.

Education.-School attendance compulsory between 8 and 12 years four months each year. Special attendance laws already in force not repealed: Mitchell County, between 8 and 15; Polk County, between 7 and 15.

Exemption: Cases of poverty.

Enforcement.-Bureau of labor and printing (Raleigh) collects and publishes information but has no power to enforce; attendance officers.

NORTH DAKOTA.

Age limits.-14 years, mine, factory, workshop, mercantile establishment, store, business office, telegraph office, restaurant, hotel, apartment house, errand, delivery, messenger service.

16 years, specified dangerous occupations including bowling alleys. Hours.-8-hour day, 48-hour week, under 16, any gainful occupation. Night work prohibited.—7 p. m. to 7 a. m., under 16, any gainful occupation. Work permits.-Under 16, mine, factory, workshop, mercantile establishment; issued by school superintendent upon: (1) Attendance at school 120 days during year preceding application, ability to read and write English, knowledge of fundamental subjects; (2) proof of age by (a) passport, or (b) birth or baptismal certificate, or (c) other religious record, or (d) affidavit of parent or guardian; (3) statement of issuing officer that child fulfills requirements and is physically fit for work, doubtful cases to be determined by physician. Employer to return permit to child when child leaves.

Education.-School attendance compulsory between 8 and 15, entire school

year.

Exemption: Cases of poverty.

Enforcement.-Peace officers report violations to school board; department of agriculture and labor collects and publishes statistics.

Violations.-Minimum penalties: (1) Employer, $20; (2) false affidavit, $20. 22508-16-15

Age limit.-14 years, singing, playing, dancing, motion-picture exhibition, begging, peddling, as acrobat, etc.

Exemption: Children taking part without pay in school, church, or charitable entertainment.

Boys 15 years, girls 16 years, mill, factory, workshop, mercantile or mechanical establishment, tenement house manufactory or workshop, store, office, office building, restaurant, boarding house, bakery, barber shop, hotel, apartment house, bootblack stand or establishment, public stable, garage, laundry, place of amusement, club, or as a driver; brick or lumber yard, construction or repair of buildings, distribution, transmission or sale of merchandise.

Boys 15 years, girls 21 years, transmission of messages.

16 years, specified dangerous occupations, including laundries, bowling alleys, poor or billiard rooms.

Boys 16 years, girls 21 years, mines and quarries.

18 years, specified extrahazardous occupations.

21 years, saloons.

Hours.-8-hour day, 48-hour week, boys under 16, girls under 18, occupations prohibited to boys under 15, girls under 16; 10-hour day, 54-hour week, boys under 18, girls under 21, same occupations.

Night work prohibited.-6 p. m. to 7 a. m., boys under 16, girls under 18, occupations prohibited to boys under 15, girls under 16; 10 p. m. to 6 a. m., boys under 18, girls under 21, same occupations; 9 p. m. to 6 a. m., boys under 18, messenger service.

Work permits.-Boys under 16, girls under 18, occupations prohibited to boys under 15, girls under 16; issued by school superintendent upon: (1) Employer's agreement to employ child and to return permit to issuing officer when child leaves; (2) completion of 6th grade (boys), 7th grade (girls); (3) proof of age by (a) passport or baptismal certificate, or (b) transcript of birth certificate, or (c) other documentary evidence, or (d) physician's certificate; (4) certificate of physical fitness.

Vacation permits.-Boys under 16, girls under 18, upon same requirements as regular permits, except (2).

Education.-Day school attendance compulsory entire school year for boys between 8 and 15 (16 unless completed 6th grade and employed); for girls between 8 and 16.

Continuation schools.-Boys of 15, regularly employed, who have not com- or pleted 8th grade required to attend continuation schools (where established) not more than 8 hours a week between 8 a. m. and 5 p. m.

Enforcement.-Industrial commission, through chief inspector of workshops and factories and chief inspector of mines (Columbus).

Penalties.-Minimum penalties (first offense): (1) Employer, $5; (2) parent, $5; (3) false affidavit, $25.

Street work, Cincinnati (city ordinance).-Boys 10, girls 16, selling anything, bootblacking; boys under 14 must have badge and must not work between 8 p. m. and 6 a. m. except election day.

OKLAHOMA.

Age limits.-14 years, factory, workshop, theater, bowling alley, pool hall, steam laundry.

16 years, specified dangerous occupations. 16 years and all females, mines and quarries.

16 years, girls, selling newspapers and periodicals.

Hours.-8-hour day, 48-hour week, under 16, any gainful occupation.
Exemption: Agriculture and domestic service.

8-hour day, all persons in mines.

9-hour day, females, cities of 5,000 or over, manufacturing, mechanical or mercantile establishment, laundry, bakery, hotel, restaurant, office building, warehouse, telephone establishment, office, printing establishment, bookbindery, theater, show house, place of amusement.

Exemption: Pharmacists, stenographers, nurses.

Night work prohibited.-6 p. m. to 7 a. m., boys under 16, girls under 18, occupations prohibited under 14.

Work permits.—Under 16, occupations prohibited under 14; issued by school superintendent upon: (1) Proof of age by (a) school census, or (b) birth certfi

cate, or (c) county or city register, or (d) physician's affidavit of date of birth, or (e) affidavit of parent if child is 60 inches high and weighs 80 pounds; (2) ability to read and write English and attendance at school full term of previous year; (3) statement of issuing officer that child fulfills requirements and is physically fit for work, doubtful cases to be determined by physician. Employer to return permit to child when child leaves.

Education.-School attendance compulsory between 8 and 16 two-thirds of school year.

8-hour 20 min. day, 50-hour week, girls under 18, manufacturing or mercantile establishment, millinery, dressmaking or hairdressing shop, laundry, hotel, restaurant, telephone or telegraph establishment.

8-hour 20 min. day, 50-hour week, females, mercantile establishments (Portland).

9-hour day, 54-hour week, females, manufacturing establishments (Portland). 10-hour day, 60-hour week, under 16, any industry.

54-hour week, females, any industry.

Exemption: 10-hour day, 60-hour week, fruit and vegetable canneries; 6 weeks, between May 1st and Dec. 1st.

Night work prohibited.—6 p. m. to 7 a. m., under 16, any industry.

After 6 p. m., girls under 18, occupations limited to 8-hour 20-min. day.

After 6 p. m., females, mercantile establishments (Portland).

After 8.30 p. m., females, mercantile, manufacturing establishment, laundry. Exemption: Telegraph. telephone company, confectionery establishment, restaurant, hotel.

10 p. m. to 5 a. m., under 18, messenger service.

Work permits.-Under 16, occupations prohibited under 14; issued by secretary of board of inspectors of child labor upon: (1) Proof of age by (a) school census or passport, or (b) birth or baptismal certificate, or (c) other religious record, or (d) town or city register; (2) attendance at school 160 days during year previous, ability to read and write English, knowledge of fundamental subjects.

Employer to return permit to child when child leaves.

Vacation permits.-12-14, vacations over 2 weeks; issued by board of inspectors of child labor for suitable work.

Education.-School attendance compulsory between 9 and 15, entire school

year.

Exemption: Children who have completed 8th grade.
Enforcement.-Board of inspectors of child labor.

Industrial welfare commission to regulate hours, wages, and conditions of labor of women and minors.
