Thomas Laity, of the First Methodist Episcopal Church of Lansing, offered the invocation: "Almighty God, our Heavenly Father, we thank Thee for this day in which we live; we thank Thee, Our Father, not only for its blessings, but we thank Thee for its tasks, for its obligations, for its responsibilities; we thank Thee, Our Father, that we are a part of such a wonderful nation under Thy providence, having reached the forefront of all the nations of the earth in political influence and social power; and, Our Father, we do thank Thee for this commonwealth and for the part it has played in advancing the interests of humanity in this nation and throughout the earth; and, Our Father, Thou knowest that this has been a busy session of this Legislature and that differences of opinions have been expressed, but we pray, Our Father, that as this session comes to a close every man shall regard his opponent as having the highest interests of the people, his constituents, at heart, and that there shall be just good will and fellowship, in that they have been laboring together for the best interests of this commonwealth. A message was received from the Senate returning House Bill No. 379 (file No. 278) A bill to amend the title and sections 1, 2, 3, 4, 6, 7, 8, 9, 10, 11 and 12, Act No. 319, Public Acts of 1909-an act to provide for the licensing of nurses. The message informed the House that the Senate had passed the bill and had ordered that it take immediate effect. The bill was referred to the Clerk for enrollment printing and presentation to the Governor. A message was received from the Senate returning House Bill No. 462 (file No. 304) A bill to amend section 33, Act No. 118, Fublic Acts of 1893-an act to revise the laws relative to State's prisons. The message informed the House that the Senate had passed the bill and had ordered that it take immediate effect. Mr. Stevenson moved that the bill be given immediate effect. The motion prevailed, two-thirds of all the members-elect voting therefor. The bill was referred to the Clerk for enrollment printing and presentation to the Governor. A message was received from the Senate returning with certain amendments House Bill No. 302 (file No. 190) A bill to make appropriations for the Northern State Normal School. The following are the amendments made to the bill by the Senate: (1) Section 1, line 3, after the word "of" strike out "$139,270.00” and insert in lieu thereof "$161,625.00." (2) Section 1, line 4, after the word "of" strike out "$139,570.00" and insert in lieu thereof "$160,925.00." (3) Section 1, strike out lines 6, 7 and 8. (4) Insert after line 5 the following: (5) Section 1, line 12, for year 1921-1922 strike out "$2,795.00" and insert "$3,500.00," and for the year 1922-1923 strike out "$2,795.00" and insert "$3,500.00." (6) Section 1, line 17, for the year 1921-1922 strike out "$139,270.00" and insert “$161,625.00”, and for the year 1922-1923 strike out "$139,570.00" and insert “$160,925.00.” (7) Amend by adding a new section to stand as Section 1-a, after Section 1, as follows: "Section 1-a. There is hereby appropriated from the general fund for the Northern State Normal School for each of the fiscal years of the biennium ending June 30, 1923, the sum of $137,500.00 for the purposes and in the amounts as follows: Each of the said amounts shall be used solely for the specific purposes herein stated: Provided, That none of the said sums shall be available excepting upon the order of the State Administrative Board, who shall determine the times when, and the amounts thereof which, the condition of the general fund of the State will warrant making withdrawals therefrom to meet the appropriations herein authorized. Upon the order of the State די Administrative Board the Auditor General shall issue his warrants upon the State Treasurer for such sums as shall be stated therein, not exceeding in all the appropriations authorized in this section, and which sums shall upon such warrant, or warrants, be placed to the credit of the Northern State Normal School." (8) Amend section 4 by striking out the period in line 3 after the word "made" and inserting in lieu thereof a comma and the words "excepting the appropriations made in Section 1-a hereof." The message informed the House of Representatives that the Senate had passed the bill as thus amended, and had ordered that it take immediate effect. (2) Section 1, line 4, strike out "$150,977.00" and insert in lieu thereof “$201,683.16." (3) Section 1, strike out all of lines 5 to 17, inclusive, and insert in lieu thereof the following: (4) Amend section 4, by striking out the period in line 3, after the word “made" and inserting in lieu thereof a comma and the words "excepting the appropriations made in scetion 1-a hereof." (5) Amend by adding a new section to stand as section 1-a, after section 1, as follows: Section 1-a. There is hereby appropriated from the general fund for the Michigan State Normal College for each of the fiscal years of the biennium ending June 30, 1923, the sum of $316,000, for the purposes and in the amounts as follows: Each of said amounts shall be used solely for the specific purposes herein stated. Provided, That none of the said sums shall be available excepting upon the order of the State Administrative Board, who shall determine the times when, and the amounts thereof which, the condition of the general fund of the State will warrant making withdrawals therefrom to meet the appropriations herein authorized.
