A message was received from the House of Representatives transmitting A bill to amend Act. No. 79 of the Public Acts of 1907, entitled "An act to amend an act entitled 'An act amendatory to the several acts in relation to the Wesleyan Seminary at Albion and the Albion Female Collegiate Institute,' approved February 9, 1857," by repealing sections 9, 10, 11 and 12 thereof, being sections 11082, 11083, 11084 and 11085 of the Compiled Laws of 1915, by re-numbering section 13, being section 11086 of the Compiled Laws of 1915, so as to read section 9, and by adding thereto a new section to stand as section 5-a. The message informed the Senate that the House of Representatives had passed the bill and had given it immediate effect. A message was received from the House of Representatives transmitting Resolved by the House of Representatives of the State of Michigan, (the Senate concurring), That the Congress of the United States be requested to submit to the several states for ratification an amendment to the Constitution of the United States to read as follows, that is to say: "Congress shall at once provide by law, that the United States shall acquire all anthracite coal mines and it may at any time provide that the United States shall acquire all bituminous coal mines in the United States." The message informed the Senate that the House had adopted the concurrent resolution. Pending the order that, under rule 59, the concurrent resolution lie over one day, Mr. Henry moved that the concurrent resolution be referred to the Committee on Rules. The motion prevailed.
