A bill to provide for employing the convicts in the State Reformatory at Ionia, the State Prison at Jackson and the State House of Correction and Branch of the State Prison in the Upper Peninsula at Marquette, upon the public roads and highways within any county in the State of Michigan;

House substitute for House bill No. 230 (file No. 89), entitled

A bill to amend section 7 of Act No. 206 of the Public Acts of 1893, entitled "An act to provide for the assessment of property and the levy and collection of taxes thereon, and for the collection of taxes heretofore and hereafter levied; making such taxes a lien on the lands taxed, establishing and continuing such lien, providing for the sale and conveyance of lands delinquent for taxes, and for the inspection and disposition of lands bid off to the State and not redeemed or purchased; and to repeal Act No. 200 of the Public Acts of 1891, and all other acts or parts of acts in any wise contravening any of the provisions of this act," being section 7 of chapter 98 and compiler's section 3830 of the Compiled Laws of 1897, as amended by Act No. 309 of the Public Acts of 1909;

A bill to amend sections 1 and 2 of chapter 2, section 2 of chapter 3, section 1 of chapter 5, sections 2, 4 and 8 of chapter 7, section 1 of chapter 8, and to repeal section 8 of chapter 2 of Act No. 254 of the Public Acts of 1897, and section 9 of chapter 7 of Act No. 320 of the Public Acts of 1909, as amended, entitled "An act to provide for the construction and maintenance of drains, and the assessment and collection of taxes therefor, and to repeal all other laws relative thereto;" Has amended the same as follows:

By adding to section 1 of Chapter 2 the following proviso:

"Provided, That the Board of Supervisors of any county may fix the bond to be required of the drain commissioner at a different amount, when in their judgment the same may be desirable."

House bill No. 426 (file No. 258), entitled

A bill to amend sections 1, 2, 3, 4, 5, 6, 7, and 8 of Act No. 278 of the Local Acts of 1889, entitled "An act to establish a bridge district in Bay county, and to provide for the appointment and election of commissioners, and for the construction, care and maintenance of bridges therein," approved January 28, 1889, as amended, and to add one new section thereto to stand as section 9;

Has amended the same as follows:

1. By striking out of lines 14 and 15 of section 3 the words "subject to the approval of the common council of Bay City."

2. By striking out all of section 8 after the word "office" in line 8.

Senate substitute for House bill No. 39 (file No. 5), entitled

A bill to provide for formulating and establishing a uniform system of accounting and reporting in the several departments of the State gov ernment, including State institutions and boards, and in all county offices charged with the keeping of accounts throughout the State, under the supervision of the Auditor General; to provide for the examination of the books and accounts of the several State departments including State institutions and boards and county officers charged with the keeping of accounts, and to further provide for annual reports showing all receipts and expenditures of the several State departments, State institutions and boards and county offices, and for the tabulation and publication of comparative statistics of the receipts and expenditures of said State departments, State institutions and boards and county offices, and to repeal all acts and parts of acts contravening any of the provisions of this act;

Has amended the same as follows:

By striking out section 9 of the bill.

Also:

House bill No. 229 (file No. 118), entitled

A bill to amend section 5 of Act No. 111 of the Public Acts of 1889, approved May 24, 1889, entitled "An act to protect fish and to regulate fishing in the waters of this State by providing close seasons for certain kinds of fish; by prohibiting the catching of fish in certain specified ways; by prohibiting the catching of fish of certain sizes in certain waters and for certain purposes; by prohibiting the obstruction of the free passage of fish and by prohibiting the sale of certain kinds of fish; to protect persons engaged in fish culture and to repeal inconsistent acts," as amended by Act No. 163 of the Public Acts of 1891, being section 5865 of the Compiled Laws of 1897;

Has amended the same as follows:

1. By striking out of line 9 of section 1 the words "as amended by Act No. 163 of the Public Acts of 1891."

2. By inserting in line 10 of section 1 after the figures "1907" the words "as amended."

And has directed its chairman to report the same back to the Senate, asking that the amendments be concurred in, and recommend that, as amended, the bills pass.

The committee of the whole has also had under consideration the following:

House concurrent resolution No. 407 (file No. 207), entitled

A concurrent resolution proposing an amendment to the Constitution of the State of Michigan by adding a new section to article III thereof, relative to the recall, which shall be known as section 9 of article III of the constitution;

Has directed its chairman to report the same back to the Senate, with the recommendation that further consideration of the concurrent resolution be indefinitely postponed.

The Senate concurred in the recommendation of the committee regarding the four bills and the two concurrent resolutions first named in the report and the bills and concurrent resolutions were placed on the order of third reading of bills.

The Senate concurred in the amendments made to the seventh, eighth, ninth and tenth named bills in the report and the bills were placed on the order of Third Reading of Bills.

A bill to amend section 1, 2 and 26 of Act No. 207 of the Public Acts of 1889, approved June 29, 1889, entitled "An act to prohibit the manufacture, sale, keeping for sale, giving away or furnishing of vinous, malt, brewed, fermented, spirituous or intoxicating liquors, or any mixed liquor or beverage, any part of which is intoxicating, and to prohibit the keeping of any saloon or any other place for the manufacture, sale, storing for sale, giving away or furnishing of such liquors or beverages, and to suspend the general laws of the State relative to the taxation and regulation of the manufacture and sale of such liquors in the several counties of this State under certain circumstances; to authorize the qualified electors of the several counties of this State to express their will in

regard to such prohibition by an election, and to authorize and empower the boards of supervisors of the several counties, after such election, if they shall determine the result to be in favor of such prohibition, to prohibit the manufacture, sale, keeping for sale, giving away or furnishing of any such liquors, or the keeping of a saloon or any other place for the manufacture, sale, storing for sale, giving away or furnishing of the same in their respective counties, and to provide for penalties and rights of action in case of its violation," as amended and added to by Act No. 183 of the Public Acts of 1899, approved April 18, 1899, and by Act No. 170 of the Public Acts of 1903, approved June 3, 1903, and by Act No. 107 of the Public Acts of 1909;

With the following amendment thereto:

By inserting in line 49 of section 2 after the word "act" the words "to any person whom he knows or has good reason to believe intends to use them in whole or in part as a beverage or in any other manner;" Recommend that the amendment be concurred in, and that when so amended the bill pass.
