MOTIONS AND RESOLUTIONS.

Mr. Murfin offered the following resolution:

Resolved, That the members of the Committee on Cities and Villages be allowed $10 each for expenses incurred in visiting the City of De troit in connection with the bill providing for a separation of grades. The resolution was adopted.

Mr. Gad Smith moved to take from the table

Senate bill No. 146 (file No. 158), entitled

A bill to amend Act No. 68 of the Public Acts of 1853, entitled "An Act relating to telegraph operators and others," being section 11386 of the Compiled Laws of 1897.

The motion prevailed.

Mr. Earle offered the following concurrent resolution:

Concurrent resolution for the appointment of a Committee on Highways to investigate and report a plan of improvement and means therefor to the next Legislature.

Resolved by the Senate (the House concurring), That a joint com-. mittee of seven, composed of two Senators, three Representatives and two members of the State Board of Agriculture be appointed by the Governor to investigate the subject of highway improvement in the State of Michigan and to recommend to the next Legislature such planas they may deem advisable, if any, for a general system of highway improvement, and providing means therefor. Said committee shall serve without pay or expense to the State.

The resolution was adopted.

Mr. Holmes moved to take from the table

Senate substitute for House bill No. 33, entitled

A bill relating to plumbing and drainage, and providing for the inspection thereof and for the examination, regulation, licensing and registration of plumbers and for the punishment of offenders against this Act.

The motion prevailed.

The question being on the passage of the bill,

Mr. Kelly moved that the bill be made a special order for Tuesday, May 21, and demanded the yeas and nays.

The motion made by Mr. Kelly then did not prevail, a majority of all the Senators present not voting therefor, by yeas and nays, as follows:

A bill to amend sections 1 and 2 of Act No. 311 of the Local Acts of 1895, entitled "An Act to incorporate the City of Petoskey and to repeal all Acts and parts of Acts relative to the incorporation of the Village of Petoskey;"

Respectfully report that they have had the same under consideration, and have directed me to report the same back to the Senate without amendment and recommend that it do pass, and ask to be discharged from further consideration of the subject.

A bill to amend Act No. 249 of the Local Acts of 1871, entitled "An Act to incorporate the City of Alpena," approved March 29, 1871, as amended;

Respectfully report that they have had the same under consideration, and have directed me to report the bill back to the Senate, with the accompanying substitute therefor, entitled

A bill to amend section two of an Act, entitled "An Act to authorize the Common Council of the City of Alpena to construct or purchase, own and maintain a system of electric light works, and to provide means for constructing or purchasing, maintaining and managing the same," approved May 25, 1899;

Recommending that the substitute be concurred in, and that the bill, as substituted, do pass, and ask to be discharged from the further consideration of the subject.
