Mr. Loomis moved to take from the table
Senate bill No. 23 (file No. 148), entitled

A bill to amend section 2 of Act No. 135 of the Public Acts of 1885, the same being compiler's section 1894 of the Compiled Laws of 1897, relative to the boards of trustees of the Michigan Asylum for the Insane, the Eastern Michigan Asylum, the Northern Michigan Asylum and the Upper Peninsula Hospital for Insane, and to provide for the appointment of women as members of said boards of trustees.

The motion prevailed.

The question being on the passage of the bill,

The bill was then not passed, a majority of all the Senators elect not voting therefor, by yeas and nays, as follows:

Senate bill No. 12 (file No. 1), entitled

A bill to provide for the registration of land titles and transfer of the same making the title as registered incontestable after two years from date of final registration decree, providing an indemnity fund from which persons may be reimbursed from the mistakes and misfeasance of officials acting hereunder, and also providing for the submission of this Act to the voters of the respective counties before it shall become operative therein.

The motion prevailed.

Mr. Helme then moved that the bill be placed on the order of Third Reading of Bills.

Mr. Earle offered the following concurrent resolution: Whereas, By a concurrent resolution of this Legislature, the Tax Commission office was moved from Detroit to Lansing; and

Whereas, The Majestic Company in whose building in Detroit the Tax Commission had its offices were not notified of such Act; and Whereas, The Tax Commission did not vacate these Detroit offices in February, but held them into March; therefor be it

Resolved by the Senate (the House concurring), That the Board of State Auditors are hereby instructed to audit and pay the account of the Majestic Company of Detroit for the month of March, provided a receipt in full is obtained by such board from said company.

The question being on the adoption of the resolution,

The resolution offered by Mr. Earle was then adopted, a majority of all the Senators present voting therefor, by yeas and nays, as follows:

No. 314. By Mr. Bangham: Memorial of the State Medical Society, relative to meat inspection.

Mr. Bangham moved that the memorial be spread at length upon the Journal.

The following is the memorial:

To the Honorable the Senate:

The undersigned, chairman of a committee appointed by the Michigan State Medical Society, relative to the inspection of animals intended for meat supplies, of slaughter houses, markets, and of meat intended for consumption, respectfully represents that at the annual meeting of the Michigan State Medical Society at Battle Creek, May 15 and 16, 1901, the following preambles and resolutions were adopted, and the committee of which I am chairman was requested to place a certified copy before both Houses of the Legislature. The preambles and resolutions are as follows:

Whereas, The people of Michigan are at the present time exposed to an imminent and increasing risk to life and health through the use of diseased animals as food, through the lack of proper inspection of animals before and after slaughtering; and

Whereas, There is now before the State Legislature a bill providing for an efficient meat inspection service which will to some extent at least mitigate this evil;

Resolved, That we hereby endorse the above mentioned bill and urge upon the State Legislature the importance of passing it at once and making it immediately operative, and providing for an efficient carrying out of the provisions therein contained; also

Resolved, That the committee by whom this bill has been prepared be requested to place a certified copy of this resolution before both Houses of the Legislature in such manner as may be permitted, and that the committee be requested to spare no reasonable effort to secure the passage of the bill.

All of which is respectfully submitted, on behalf of the committee and of the State Medical Society.

The Committee on Banks and Corporations, to whom was referred House bill No. 1145 (file No. 373), entitled

A bill to amend sections 11, 19 and 107 of Act No. 206 of the Public Acts of 1893, entitled "An Act to provide for the assessment of property and the levy and collection of taxes thereon, and for the collection of taxes heretofore and hereafter levied; making such taxes a lien on the lands taxed, establishing and continuing such lien, providing for sale and conveyance of lands delinquent for taxes, and for the inspection and disposition of land bid off to the State and not redeemed or purchased; and to repeal Act No. 200 of the Public Acts of 1891, and all other Acts and parts of Acts in anywise contravening any of the provisions of this Act;"

Respectfully report that they have had the same under consideration, and have directed me to report the same back to the Senate, with the accompanying amendments thereto, recommending that the amendments be concurred in, and that the bill when so amended do pass, and ask to be discharged from the further consideration of the subject.

A bill to amend sections 3 and 4 of chapter 1, section 19 of chapter 7, sections 7 and 10 of chapter 9, section 17 of chapter 10, sections 14 and 17 of chapter 14, and section 4 of chapter 18 of Act No. 390 of the Local Acts of 1885, entitled "An Act to amend and revise the charter of the City of Port Huron," approved June 17, 1885, and the amendments thereto, and to add thereto three new sections to stand as sections 29, 30 and 31 of chapter 15;

Respectfully report that they have had the same under consideration, and have directed me to report the bill back to the Senate with the accompanying substitute therefor, entitled

A bill to amend section 35 of chapter 17, section 1 of chapter 21 of Act No. 390 of the Local Acts of 1885, entitled "An Act to amend and revise the charter of the City of Port Huron," approved June 17, 1885, and the amendments thereto and to add one new section thereto to stand as section 32 of chapter 15;

Recommending that the substitute be concurred in and that the bill, as substituted, do pass, and ask to be discharged from the further consideration of the subject.

Recommending that the substitute be concurred in and that the bill, as substituted, do pass, and ask to be discharged from the further consideration of the subject.
