Resolved, That the committee for courts of justice be requested to mature a bill to so amend the charter as to make three months, instead of six months, a legal notification from landlord to tenants to secure possession of farms and terminate contracts.

Resolved, That the committee on finance be requested to inquire and report what additional legislation is necessary to prevent the improper issuing and use of licenses to keep ordinaries, and the consequent loss to the treasury of the State.

Resolved, That the committee on agriculture and mining be instructed to inquire into the expediency of reporting a bill more effectually to protect farmers against frauds in commercial fertilizers.

By Mr. Grayson: A bill to amend and re-enact an act entitled an act to amend and re-enact an act providing for the reassessment of the lands of the Commonwealth, which became a law March 13, 1873, so as to enable those counties in the State which failed to avail themselves of the provisions of said act to do so, and to give those counties which reassessed their lands in 1373, but failed to return the books of reassessment to the auditor by July 1, 1873, the benefits of the reassessment for the year 1873. Referred to committee on finance.

By Mr. Massey: A bill to provide for making and keeping in repair the public roads of Albemarle county. Referred to committee on counties, cities and towns.

By Mr. Gaines: Petition of Thomas F. Goode, offering to sell to the State the buildings formerly occupied as Randolph Macon college, in Mecklenburg county, to be used as a lunatic asylum. Referred to committee on asylums and prisons.

A message was received from the senate by Mr. Quesenberry, who informed the house that the senate had agreed to the house joint resolution appointing a joint committee to whom shall be referred all

matters connected with the late defalcation which has occurred in the office of the secretary of the board of commissioners of the sinking fund, with an amendment; in which amendment they respectfully request the concurrence of the house.

A message was received from the senate by Mr. Moffett, who informed the house of delegates that the senate had agreed to a joint resolution authorizing and directing the removal of the State library; in which they respectfully request the concurrence of the house.

The speaker laid the senate joint resolution before the house as requiring immediate attention.

The senate joint resolution was read twice.

On motion of Mr. Boykin, the rule was suspended requiring its reference to a committee.

The senate joint resolution was placed on the calendar.

Mr. Riddlebarger moved that the senate joint resolution be taken up out of its order on the calendar, which was agreed to.

The senate joint resolution was read a third time and agreed to. Mr. Gilman moved a reconsideration of the vote by which the senate joint resolution was agreed to, which was rejected.

Ordered, That Mr. Boykin inform the senate that the house had agreed to the senate joint resolution.

Special order-No. 62 house joint resolutions proposing amendments to the State constitution in relation to county organization, was read a third time and agreed to-yeas 79, nays 20-a majority of the members in the house agreeing thereto.

An act to amend fourth section, chapter 182, Code of 1873, with reference to judgment liens; No. 5.

And have passed, with amendments, house bill entitled

An act to amend and re-enact an act for the relief of the late sheriffs of the Commonwealth; No. 19.

In which amendments they respectfully request the concurrence of the house of delegates.

They have disagreed to the amendment proposed by the house of delegates to senate bill entitled

An act to provide artificial limbs for soldiers maimed in war, and for other purposes; No. 63.

And they insist on their disagreement to the amendments proposed by the house of delegates to senate bill entitled

An act to define and declare the true intent and meaning of the act in force April second, eighteen hundred and seventy-three, entitled an act to amend and re-enact sections five and seven of an act to regulate and define the jurisdiction of the county and circuit courts, to prescribe the number of terms of the circuit court, and to fix the pay of county judges; No. 31.
