By Mr. Harrison :

Resolved, That the committee for courts of justice inquire into the expediency of so amending the laws of this State so as to dispense with the distinctions heretofore existing in proceedings in suits between law and chancery, and provide a mode of proceeding common to all claims, and for the assertion of all rights, so that delays and injuries from technicalities may be avoided, and that truth and justice and right may be more speedily arrived at.

By Mr. Lamkin:

Resolved, That the committee on schools and colleges be instructed to examine the bill now pending in congress, entitled "A bill to establish an educational fund, and to apply the proceeds of the public lands to the education of the people," and report as to the expediency of instructing our representatives to urge its passage.

By Mr. Harrison: Petition of A. H. Brans, William Clendening, and others, citizens of Loudoun, asking a repeal of the act of January 26, 1866, in relation to fences. Referred to committee on agriculture and mining.

By Mr. Matt Clark: A bill to authorize the qualified voters of the county of Halifax to vote on a question to purchase or build a bridge at South Boston, in order to make it a free bridge. Referred to committee on propositions and grievances.

By Mr. Lightner:

Resolved, That the committee on finance inquire into the expediency of reducing the price of land warrants to be issued by the register of the land office, and that two years from the time of the purchase of the warrant be allowed the purchaser to carry his survey into grant, and upon failure, that the warrant be forfeited; and that on all warrants heretofore sold and issued, two years shall be allowed the holder to carry the same into grant, and upon failure, the warrant shall be liable to like forfeiture.

The morning hour having expired, the house proceeded to the business on the calendar.

No. 177. House engrossed bill to prescribe the times for holding the terms of the circuit courts of this Commonwealth, and to repeal the 15th section of the 155th chapter of the Code of 1873, which authorizes the judges of said courts to fix said terms, was,

On motion of Mr. Coghill, taken up out of its order on the calendar. The bill was read a third time and passed.

Mr. Coghill moved a reconsideration of the vote by which the bill was passed, which was rejected.

Ordered, That Mr. Coghill carry the bill to the senate and request their concurrence.

No. 76. House bill entitled an act to amend and re-enact section 4, chapter 6 of Code of Virginia (edition of 1873), in relation to vacancies in offices of governor and lieutenant-governor, came up.

The amendment of the senate was agreed to.

No. 26. Senate bill entitled an act to incorporate the town of Boydton, in the county of Mecklenburg, came up.

On motion of Mr. Hamilton, the bill was amended by adding at the end of the fourth section the following: "But no such tax shall be levied unless a majority of all the councilmen elected or appointed vote in favor of such levy at a regular meeting of the council."

Mr. Hamilton moved to amend the bill by adding at end of seventh section the following:

Provided, however, that the town council shall have power to prohibit altogether the sale of any intoxicating liquors within the corporate limits of said town, but shall not refuse to recommend any person to the court to obtain an ordinary, retail or wholesale license to deal in ardent spirits, he being a person of good report and good character, unless said council shall decide to prohibit altogether its sale within the corporate limits of said town.

Which was rejected-yeas 34; nays 64.

Mr. Round moved to amend the bill by striking out in the first line of the third section of chapter one, the words "judge of the hustings court of the city of Petersburg," and inserting "governor of the Commonwealth."
