A bill to amend section 4 of Act No. 350 of the Public Acts of 1913, entitled "An act to enable counties to establish and maintain public hospitals, levy a tax and issue bonds therefor, elect hospital trustees, maintain training schools for nurses, provide suitable means for the care of tuberculous persons and to make possible the ultimate establishment of an adequate supply of hospitals," said section being section number 10861 of the Compiled Laws of 1915.

A bill to amend the title and sections 1, 5 and 6 of Act No. 6 of the Public Acts of 1907, Extra Session, entitled "An act to define and to regulate the treatment and control of dependent, neglected and delinquent children, to prescribe the jurisdiction of the probate court, and the powers, duties and compensation of the probate judge and the probate register with regard thereto; to provide for the appointment of county agents, register of the juvenile division and probation officers, and to prescribe their powers, duties and compensation and to provide for the granting of rehearings and modifications of orders, sentences and decrees of said court," being sections 2011, 2015 and 2016 of the Compiled Laws of 1915, as amended by Act No. 16 of the Public Acts of 1921, First Extra Session, and Act No. 24 of the Public Acts of 1921, First Extra Session.

The following is the amendment recommended by the committee: Section 6, line 13, after the word "of", strike out the word "sixteen", and insert in lieu thereof the word "fifteen".

(1) Section 2, lines 2 and 3, after the word "State", strike out the words "and he shall be entitled to the same".

The Committee on Judiciary respectfully reports back to the Senate the following entitled bill with amendments, recommending that the amendments be agreed to and that the bill, as thus amended, do pass:

Senate bill No. 65 (file No. 32), entitled

A bill to control the possession, sale and use of pistols, revolvers, and guns; to provide penalties and punishment for the unlawful use thereof, and for other purposes.

The following are the amendments recommended by the committee: (1) Strike out Section 5, and insert in lieu thereof the following: "Sec. 5. After the first day of July A. D. 1924 it shall be unlawful for any person within this state to use or have in his possession any pistol, revolver, or gun, except in the legitimate defense of his person or his property, and used or possessed upon his premises, unless said person shall have first registered said pistol, revolver, or gun in the office of the sheriff of the county or the Chief of Police in the city in which said person is a resident. Said registration shall be in triplicate in form to be prescribed by the Secretary of State and shall contain the name, address, description and the signature of the person registering said pistol, revolver, or gun, and a full description of said pistol, revolver or gun. The original of said registration shall be delivered to the person registering the same. The duplicate thereof shall be sent to the Secretary of State by said sheriff or chief of police within seven days from the date of registration, and the triplicate of said registration shall be retained and filed in the office of said sheriff or chief of police. This section shall not apply to wholesale or retail dealers, nor to those persons exempt under the provisions of section seven of this act. Violations of this section shall be punished by imprisonment for a period not to exceed five years.

(2) Section 10, strike out lines 1, 2, 3, 4, 5, 6, and 7, and insert in lieu thereof the following:

"Sec. 10. No person shall sell, deliver, or otherwise transfer a pistol, revolver, or gun to a person on the day of the application for the purchase thereof and when delivered, said pistol, revolver, or gun shall be securely wrapped and shall be unloaded."

(3) Section 12, strike out lines 30, 31 and 32.

"Sec. 18. If any section or provision of this act shall be held by any court to be unconstitutional, such judgment shall not affect any other section or provision of this act."
