No. 239. Senate bill entitled an act to provide a charter for the city of Winchester, was reported from the committee on counties, cities and towns, with amendments.

The following house bills, reported from the committee on counties, cities and towns, were read a first time:

No. 312. House bill to amend the charter of the town of Culpeper. No. 313. House bill to amend an act passed January 29, 1829, entitled an act to appoint trustees for the town of Port Royal, in the county of Caroline.

No. 314. House bill to dispense with security in the trial of certain controversies between the State and the Chesapeake and Ohio railroad company relating to the taxation of the property, earnings and indebtedness of said company, reported from the committee on roads and internal navigation, was read a first time.

No. 315. House bill to extend the corporate powers of the German banking company of Alexandria, Virginia, reported from the committee for courts of justice, was read a first time.

Mr. Cockerille offered the following resolution :

Resolved, That the joint committee on constitutional amendments be instructed to report at an early day to the house, for action thereupon, the bill referred to them submitting the question of a call of convention to the people, providing for the election of delegates thereto in the event of said call being sustained.

The house referred the resolution to the joint committee on constitutional amendments.

Mr. Richmond offered the following resolution:

Resolved by the house of delegates, That the chair be vacated on and after the 19th instant at 3 P. M., and resumed again at 7 o'clock P. M., for the purpose of considering private bills on the calendar; and that on Monday, Wednesday and Friday nights of each week the counties be called alphabetically, and each delegate entitled to call up

one bill.

The house refused to refer the resolution to a committee-yeas 34; nays 76.

Mr. Fulkerson moved to amend the resolution by striking out the words "and that on Monday, Wednesday and Friday nights of each week the counties be called alphabetically, and each delegate entitled to call up one bill," which was rejected.

Mr. Massey offered the following as a substitute for the resolution offered by Mr. Richmond:

Resolved, That on and after Monday, the 23d instant, the chair be vacated at 3 o'clock P. M., and resumed at 7 P. M., to consider local bills.

Mr. Jack Carter moved to amend the substitute offered by Mr. Richmond, by adding at the end thereof the following: "That the clerk commence at the middle of the alphabet, say the letter M, and call the counties alternately both ways, from that letter up and down," which was agreed to.

The substitute, as amended, was agreed to-yeas 81; nays 34.

Mr. Hunter stated that had he been present when the vote was taken on agreeing to the resolution offered by Mr. Griffith, he would have voted in the negative.

Mr. Dooley entered a motion to reconsider the vote by which the house agreed to the report of the committee on public property in relation to giving to the Richmond Howitzers 60,000 old bricks from the armory grounds.

A message was received from the senate by Mr. Quesenberry, who informed the house that the senate had passed senate bill entitled "An act for the encouragement of land purchasers and actual settlers in Virginia, and to repeal an act approved March 29, 1873, entitled an act for the encouragement of immigration," No. 133, in which they respectfully request the concurrence of the house.
