A bill to amend the title and section 7 of Act No. 302 of the Public Acts of 1915, entitled, as amended, "An act to provide for the registration, identification and regulation of motor vehicles and trailers attached thereto operated upon the public highways of this State, and of the operators of such vehicles, and to provide for levying specific taxes upon such vehicles so operated, and to provide for the disposition of such funds and to exempt from all other taxation such motor vehicles so specifically taxed, registered, identified and regulated, and to repeal all others acts or parts of acts inconsistent herewith or contrary hereto," being section 4803 of the Compiled Laws of 1915, as amended by Act No. 383 of the Public Acts of 1919.

The Committee on Banks and Corporations respectfully reports back to the Senate the following entitled bill with amendments, recommending that the amendments be agreed to and that the bill, as thus amended, do pass:

Senate bill No. 87 (file No. 53), entitled

A bill to prohibit banking by other than incorporated banking companies, to require persons engaged in private banking to incorporate under the general banking laws of this State within a certain time, and to prescribe the terms and conditions under which such private bankers may so incorporate.

The following are the amendments recommended by the committee:

(1) Section 2, line 13, after the word "within", strike out the words "twelve months" and insert in lieu thereof the words "two years".

(2) Section 3, line 1, after the word "within", strike out the word "one" and insert in lieu thereof the word "two".

(3) Section 3, line 3, after the word "may", insert the words "and shall have the right to".

(4) Section 5, line 6, after the word "state", insert "Provided, that the provisions of this act shall not apply to any private bank now located in any village, incorporated or unincorporated, having a population of less than 250 inhabitants." W. J. HAYES,

Senate bill No. 225, entitled

A bill to provide for the licensing of row boats and other hand propelled boats and water craft and all power boats owned, operated and maintained for hire in the lakes and streams within the jurisdiction of the State of Michigan, and to provide for the issuance of licenses and collection of fees therefor, and to authorize and regulate the disbursement of fees collected, and to provide a penalty for violation thereof.

The bill was read a first and second time by its title and referred to the Committee on Conservation.

Senate bill No. 226, entitled

A bill to authorize the construction and maintenance of water and sewer systems in districts embracing lands in townships, villages and cities, the assessment and collection of taxes therefor; and to prescribe the manner of submitting the same to the qualified electors of the territory affected.

A bill to amend section 18 of Act No. 188 of the Public Acts of 1899, entitled "An act to provide for the taxation of inheritances, transfers of property by will, transfers of property by the intestate laws of this State, or transfers of property by deed, grant, bargain, sale or gift made in contemplation of the death of the grantor, vendor, or donor, or intended to take effect in possession or enjoyment at or after such death," being section 14541 of the Compiled Laws of 1915.

Senate bill No. 158 (file No. 122), entitled

A bill to amend sections 14 and 31 of chapter 4 of Part III of Act No. 256 of the Public Acts of 1917, entitled "An act to revise, consolidate and classify the laws of the State of Michigan relating to the insurance and surety business; to regulate the incorporation of domestic insurance and surety companies and associations and the admission of foreign companies; and to provide for the departmental supervision and regulation of the insurance and surety business within this State," approved May 10, 1917, and to add three new sections to said chapter to stand as sections 14-a, 14-b and 14-c.
