Removing common law disabilities of women.

Messages From the Governor.

The following message from the Governor was received and read:

The President of the Senate.

Executive Office, Lansing, January 8, 1923.

I herewith present for consideration and confirmation by the Senate the following nomination to office:

Andrew B. Dougherty, of Elk Rapids, Antrim County, as Attorney General of the State of Michigan, to succeed Hon. Merlin Wiley, resigned. (For term ending December 31, 1924.)

The message was referred to the Committee on Executive Business. On motion of Mr. Truettner, the Committee on Executive Business was granted leave to sit during the session.

Executive Session.

On motion of Mr. Truettner,

The Senate resolved itself into Executive Session, the time being 2:20 o'clock p. m.

The Executive Session closed, the time being 2:25 o'clock p. m.

The Secretary announced that the Senate had, in Executive Session, advised and consented to the following nomination to office, submitted to the Senate by the Governor in his message of date January 8, 1923:

Reports of Standing Committees.

Mr. Condon submitted the following report:

The Committee on Judiciary respectfully recommends the appointment of Duane H. Mosier as Clerk of the Committee on Judiciary and Law Clerk of the Senate.

Senate bill No. 8, entitled

A bill to make appropriations for the Legislature for the fiscal years ending

June 30, 1924, and June 30, 1925, for maintenance, operation and other specific purposes.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on State Affairs.

Mr. Condon introduced

Senate bill No. 9, entitled

A bill to amend section 52 of chapter 1 of Act No. 314 of the Public Acts of 1915, "The Judicature Act of 1915," being section 12057 of the Compiled Laws of 1915.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Judiciary.

Mr. Condon also introduced

Senate bill No. 10, entitled

A bill to amend sections 58, 59, and 60 of chapter 1 of Act No. 314 of the Public Acts of 1915, "The Judicature Act of 1915," being sections 12063, 12064, and 12065 of the Compiled Laws of 1915.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Judiciary.

Mr. Condon also introduced

Senate bill No. 11, entitled

A bill declaring every child to be the legitimate child of its natural parents; making such child an heir of such parents, and providing the procedure for establishing such parentage.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Judiciary.

Motions and Resolutions.

Mr. Condon offered the following concurrent resolution:

Senate concurrent resolution No. 4.

Providing for assistance in the Legislative Reference Department. Resolved by the Senate (the House of Representatives concurring), That the Secretary of the Senate and the Clerk of the House of Representatives be and hereby are authorized to employ such assistance, additional to that authorized by Senate concurrent resolution, No. 1 of the first extra session of 1921, as may be required in the Legislative Reference Department. The compensation of any person employed pursuant hereto shall be not more than that paid to a committee clerk of either house of the Legislature and shall be paid one-half, as near as may be, by the Senate and one-half, as near as may be, by the House of Representatives and shall be computed and paid in the same manner as is the compensation of other employees of the Legislature.

Pending the order that, under rule 59, the concurrent resolution lie over one day.

Mr. Hunter moved that rule 59 be suspended.

The motion prevailed.

The concurrent resolution was then considered and agreed to.

Mr. MacNaughton moved that the Senate adjourn.
The motion prevailed, the time being 2:28 o'clock p. m.

Accordingly, the President declared the Senate adjourned until tomorrow at 2:00 o'clock p. m.

The Senate met pursuant to adjournment and was called to order by the President.

Religious exercises were conducted by Rev. J. A. Canby, state evangelist of the Churches of Christ for Michigan.

The roll of the Senate was called by the Secretary.

Present:

Senators Atwood, Bahorski, Bohn, Brower, Bernie L. Case, William L. Case, Condon. Connelly, Eldred, Gansser, Glaspie, Henry, Horton, Hunter, Karcher, Leland, MacNaughton, Osborn, Pearson, Penney, Ross, Sligh. Truettner, Whiteley, Wilcox, Young-26; a quorum.

Absent with leave: Senators Riopelle and Smith—2.

Absent without leave: Senators Gettel, Johnson, Riopelle and Wood-4.

Mr. Henry moved that the absentees without leave be excused from today's session.

The motion prevailed.

Appointment by President.

The President announced the appointment of Miss Frances Adams as stenographer to the President.

Grouping of Senate Committees.

Mr. Henry submitted the following report:

The Select Committee appointed to group the Senate Committees and assign rooms and clerks thereto, respectfully recommends the following assignments: Group No. 2. Room E. Irene Ulrich in place of Lucy M. Bock, who has been appointed assistant proofreader.

Group No. 3. Room F. Margaret Mae McRae.

The report was accepted and adopted.

Senate joint resolution No. 1, entitled

A joint resolution proposing an amendment to section 7 of article VIII of the Constitution, relative to limited home rule in the form of government for counties. The joint resolution was read a first and second time by its title, ordered printed, and referred to the Committee on Counties and Townships.

Senate bill No. 12, entitled

A bill to amend section 1 of Act No. 213 of the Public Acts of 1915, entitled "An act to provide for a presiding circuit judge and for the manner of his selection, to prescribe his powers and duties and to defray the expenses incident thereto," being section 14546 of the Compiled Laws of 1915.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Judiciary.

A bill to authorize and regulate the issue of negotiable bonds or notes by counties, townships, cities, villages and school districts.

Motions and Resolutions.

Mr. Osborn offered the following:

Senate resolution No. 16.

Resolved, That the President of the Senate be and is hereby authorized to appoint two additional members on the Committee on Conservation.

The resolution was adopted.

The President appointed as the two additional members of the Committee on Conservation, Senators Truettner and Bohn.

Mr. Henry offered the following:

Senate resolution No. 17.

Resolved, That the President of the Senate be and is hereby authorized to appoint L. J. Niblack Keeper of the Document Room (service beginning January 3); and Margaret McRae Committee Clerk (service beginning January 8).

The resolution was adopted.

The President thereupon announced the appointment of the above named persons to the positions named.
