Sec. 8. Upon receipt of the bids advertised for furnishing provisions, fuel and clothing, the board of commissioners shall examine the same and award the contracts to the lowest responsible bidders upon their giving to the board of commissioners satisfactory security for the faithful fulfillment of the same.

Sec. 9. Upon the receipt from the medical superintendent of the estimate for the probable expense of the asylum, as provided in section 16, the board of commissioners shall make an examination thereof and, if found correct, shall approve the same, and shall certify such action to the State Auditor who shall file the same and, if there be funds in the State Treasury which have been previously appropriated by the Legislature for the maintenance of such asylum, shall draw his warrants for the amount of said estimate, payable to the State insane asylum and the State Treasurer is authorized and directed to pay the same as provided by law.

Sec. 10. At their regular meeting in October of each year, the board of commissioners shall certify to to be certified the State Auditor the number of indigent patients, the number of pay patients; also the number of patients who pay a part, and the amount paid by each.

Sec. 12. All moneys coming into the hands of the board of commissioners by gift, endowment or bebequests, etc. quest, shall be expended by the board of commissioners at such times and in such manner as the said board believes to be for the best interests of the asylum for the improvement thereof. A full strict and itemized account of all receipts upon such accounts shall be included in the biennial report to the Legislature.

Sec. 13. Each commissioner shall be allowed his traveling expenses in attending the meetings of the board, payable out of any moneys in the treasury of the asylum.

Sec. 15. The board of commissioners shall elect a Treasurer. treasurer, who shall not be one of their number, and who shall hold his office at the pleasure of the board. Before entering upon his duties, the treasurer shall qualify by subscribing an oath of office and shall give a bond with good and sufficient sureties in a sum not less than ten thousand dollars, payable to the State to be approved by the State Auditor, conditioned for the faithful performance of his duties according to law and for the delivery to his successor of all books, papers, vouchers, moneys and effects held by him by virtue of his office. The board of commissioners may increase the amount of the bond of the treasurer and may require additional sureties at any time. The treasurer Duties. Shall render to the board of commissioners monthly at such times as may be prescribed by the by-laws, a detailed statement of the moneys received and disbursed by him during the preceding month. He shall, by order of the board of commissioners, receive from the State all moneys appropriated to the use of the asylum and receipt therefor. He shall receive, collect and disburse all moneys due and belonging to the asylum. Also, in the name of the asylum, he shall bring suit for the recovery or breach of any contract, bond, or other obligation made in favor of said asylum; and no money shall be paid out by the treasurer except upon the order of the board of commissioners, which order shall be spread upon the minutes. He shall perform such other duties as the board of commissioners may require. Sec. 16. The board of commissioners shall appoint Medical super- a medical superintendent who shall reside at the asyqualifications lum and who shall hold his office during the pleasure of the board. He shall be a well educated and experi enced physician and a graduate in medicine and shall have practiced at least five years from the date of his diploma. He shall be the chief executive officer of the asylum; he shall have the general superintendence of the buildings, grounds and property thereof, subject to the by-laws and regulations of the board of commissioners. He shall have control of the patients, prescribe and direct their treatment, adopt sanitary measures for their welfare, and discharge such as in his opinion have recovered their reason. He shall appoint. with the approval of the board of commissioners, as many attendants as he may deem necessary for the efficient and economical cure and management of the asylum, and, with the consent of the board of commissioners, fix their compensation and discharge any of them. He shall prescribe the duties of the subordinate officers and employes, maintain discipline among them, and enforce obedience to the by-laws, rules and regulations adopted for the government of the institution. He shall estimate quarterly in advance the probable expense of the asylum and submit the same to the board of commissioners for their approval.

Sec. 17. The medical superintendent shall estimate and report to the commissioners the amount, kind and quality of provisions, fuel and clothing required for the six months ending on the last day of April and October of each year, and, when approved by the commissioners, he shall immediately advertise for contracts for furnishing said supplies for two successive weeks in some newspaper published in this State and having general circulation therein. Necessary expenditures other than those for provisions, fuel and clothing may be made by the medical superintendent, subject to the approval of the board of commissioners. The medical superintendent shall cause to be kept, full and correct accounts and records of his official transactions from day to day in books provided for that purpose in the mode prescribed by the by-laws and he shall report to the board of commissioners monthly,

including vouchers for expenditures during said month; he shall see that his accounts are made up to and including the 30th day of November of each year, and shall submit his annual report to the board of commissioners at their next regular or special meeting thereafter. He shall visit the several wards of the asylum every day in the year, unless he obtains leave of absence from the president of the board of commissioners, in which event the assistant physician shall discharge his duties. Sec. 19. Sec. 20. The board of commissioners shall, upon steward, the nomination of the medical superintendent, appoint a steward, who shall give a bond in the sum of three thousand ($3,000.00) dollars, payable to the State, which shall be approved by the board of commissioners and filed with the treasurer of the insane asylum. He shall have general oversight of the farm, stock, garden, grounds, fences, buildings, furniture, fixtures and apparatus belonging to the asylum. He shall receive all articles, goods and merchandise, purchased by contract or by order of the board of commissioners or the medical superintendent, and shall be responsible for the safe keeping and the economical distribution of the same.
