cial revenue fund. The director of the budget shall not issue a

certificate of approval with respect to the commitment and expenditure of moneys hereby appropriated until the chairman of the authority shall have submitted, and the director of the budget shall have approved, a comprehensive financial plan encompassing all moneys available to and all anticipated commitments and expenditures by the authority from any source for the operations of the authority for the period covered by this appropriation. Copies of the approved comprehensive financial plan shall be immediately submitted by the director of the budget to the chairmen and secretaries of the legislative fiscal com

Notwithstanding any other provision of law,

the comptroller is hereby authorized and directed to

receive for deposit to the credit of the miscellanous special revenue fund the state's share of a real property sales recording fee collected pursuant

tical insurance contracts for the elderly pharmaceutical
