Senate Bill No. 110 (file No. 96)—

A bill to amend the title and sections 2 and 4 of Act No. 142 of the Public Acts of 1913-an act to provide for the assessment and the collection of a specific tax upon secured debts other than debts secured or evidenced by mortgages. The committee recommended that the following amendments be adopted, and that the bill then pass:

1.

Amend by striking out of line 7 of section 2 the word "a" and inserting in lieu thereof the words "an annual."

2. Amend by striking out of line 7 of section 2 the word "one-half" and inserting in lieu thereof the word "one."

3. Amend by striking out of lines 8 and 9 of section 2 the words "for each five years or fraction thereof between the date of such payment and the maturity of said secured debt."

4. Amend by striking out of line 14 of section 2 after the word "representative" the colon and inserting in lieu thereof a period.

Amend by striking out of line 14 of section 2 after the word "representative" the words "Provided, however," and all of lines 15, 16, 17, 18, 19, 20, 21, 22, and the word "thereupon" in line 23.

6. Amend by striking out of line 23 of section 2 the word "at" and inserting in lieu thereof the word "At."

7. Amend by striking out of line 23 of section 2 the words "five year" and inserting in lieu thereof the word "annual."

8. Amend by striking out of line 26 of section 2 the word "one-half" and inserting in lieu thereof the word "one."

9. Amend by striking out of line 31 of section 2 the words "five year" and inserting in lieu thereof the word "annual."

10. Amend by striking out of line 34 of section 2 the words "the period for which paid."

11. Amend by striking out of line 2 of section 4 the words "for the full period."

12. Amend by striking out of lines 4, 5, and 6 of section 4 the words "and such secured debts and municipal bonds upon which the specific tax provided for in this act shall be paid for a five year period shall be exempt from further general taxes under the laws of this State."

A bill to make appropriations for the Michigan Soldiers' Home.

Amend by striking out all of Section 1 and inserting in lieu thereof the following:

"Section 1. There is hereby appropriated from the General Fund for the Michigan Soldiers' Home for the fiscal year ending June thirty, nineteen hundred twenty-two, the sum of four hundred twenty-two thousand, six hundred twentyfive dollars, and for the fiscal year ending June thirty, nineteen hundred twentythree, the sum of two hundred sixty-seven thousand eight hundred seventy-five dollars, for the purposes and in the following amounts:

Each of said amounts shall be used solely for the specific purposes herein stated."

The committee recommended that the resolution be amended so as to read as follows, and that, as thus amended, the resolution be adopted:

A resolution requesting the State Administrative Board to sell and dispose of intoxicating liquors seized because of a violation of any State law.

Resolved by the House of Representatives (the Senate concurring), That the State Administrative Board be, and hereby is, requested to sell and dispose of, for purposes not prohibited by State or national laws, and as now provided by law, any and all intoxicating liquors seized or held by any State official or employe because of any violation of State laws.
