Changes in Form and Numbering Certain changes in the form and numbering of decisions for publication in the United States Customs Court Reports are reflected in this volume. The changes, effective March 21, 1966, are as follows: 1. There no longer will be any abstracts in full either in classification or reappraisement decisions. Said decisions will now be published in full and will carry a C.D. or an R.D. number, as the case may be. Application for review decisions and valuation decisions will continue to be published in full and will carry, respectively, an A.R.D. or a V.D. number. 2. The only decisions to be abstracted will be in classification or reappraisement cases decided upon a stipulation under a test case. The publication practice, as to such abstracts, will be as follows: The first decision upon a stipulation under a test case will be published in full, including the text of the stipulation, as a C.D. or an R.D., as the case may be, and numbered as such. b. Thereafter, the second and other subsequent decisions upon a stipulation decided under a test case will be published and numbered as abstracts in an abbreviated form, 3. Abstracts will be numbered consecutively on an annual basis, as follows: In classification cases, numbers Abstract P66/1, et seq. As of each year, on January 1, abstract decisions will take the appropriate yearly prefatory indicator and numbering will begin at 1 for that year. 4. Decisions on motions to dismiss for untimely filing in classification and reappraisement cases will be published as a C.D), or an R.D., as the case may be. 5.
