COMMITTEE ON WAYS AND MEANS,
HOUSE OF REPRESENTATIVES,

January 18, 1921.

The committee was called to order at 10 o'clock a. m. by Hon.. Joseph Fordney, chairman.

The CHAIRMAN. Is Mr. Felix Cordova Davila present? We will hear you, if you will come forward.

Mr. DAVILA. Mr. Chairman, there is present here this morning a committee from Porto Rico, representing the sugar interests of the island, composed of Hon. Antonio R. Barcelo, president of the Porto Rican Senate: Senator Martin Travieso; Mr. Frank A. Dillingham, chairman of the committee of the Sugar Producers' Association of Porto Rico: Mr. J. Rinz Soler, secretary and treasurer of the Sugar Producers' Association of Porto Rico; Mr. Paul J. Christian, Washington representative of the Porto Rican Sugar Producers' Association: and myself.

Senator Barcelo will make a short statement before the committee, and Senator Martin Travieso will argue the case, and we will supple-ment that with any statement that the committee may require. Also, Mr. Dillingham will make a short statement before the committee..

I introduce to you our president of the Porto Rican Senate, Hon. Antonio R. Barcelo. Senator Travieso will interpret Mr. Barcelo, because he does not speak English.

Mr. DAVILA. I present to you Mr. Barcelo, president of the Porto Rican Senate.

STATEMENT OF MR. ANTONIO R. BARCELO, PRESIDENT OF THE PORTO RICAN SENATE.

Mr. BARCELO. Mr. Chairman and gentlemen of the committee, I have come from Porto Rico, together with a delegation representing the sugar interests of the island, this delegation being formed by the speaker, Mr. Barcelo; by Senator Travieso; and by Mr. Dillingham, who is president of one of the largest sugar concerns in Porto Rico: Mr. Soler, secretary and treasurer of the Sugar Producers" Association of Porto Rico; and Mr. Paul J. Christian, who is at the head of the bureau of sugar growers of Porto Rico in Washington.

Gentlemen, the island of Porto Rico is entirely under the control of the United States. I am fully aware of the fact that the great problems of this Nation sometimes do not give you the time necessary to think of the problems of the little island. But I deem it proper and convenient that from time to time you devote some of your time
